Notice on Soliciting Contributions for the Construction of Carbon Peaking and Carbon Neutrality Standard Systems in Urban Transportation

All relevant units: To implement the relevant requirements of the "Guidelines for the Construction of Carbon Peaking and Carbon Neutrality Standard Systems" (Guobiaozhengwei Lian[[20123] No. 19), and to accelerate the establishment of a well-structured, hierarchical standard system for carbon peaking and carbon neutrality that supports the high-quality development of urban transportation, in line with the requirements of the "Opinions of the CPC Central Committee and the State Council on Accelerating the Construction of a Unified National Market" to build a high-standard market system and promote high-standard connectivity of market facilities. In accordance with the "Standards Management Measures of the Standardization Professional Committee of the China Urban Public Transport Association", the notice on soliciting contributions for the construction of carbon peaking and carbon neutrality standard systems is as follows:

I. Application Principles1. It must comply with relevant national laws and regulations, be consistent with current national and industry standards, and not fall below the relevant requirements of these standards;

  1. Adhere to the principles of "complete procedures, high standards, and flexible approaches";
  2. Based on the new stage of development, fully, accurately, and comprehensively implement the new development concepts to accelerate the construction of carbon peaking and carbon neutrality standard systems in urban public transportation;
  3. It should highlight technological innovation in carbon peaking and carbon neutrality within urban transportation, meet market demands, reflect industry achievements, contribute to achieving the dual-carbon goals through standardization, and drive technological progress and industrial development in the sector;
  4. Focus on key areas such as urban transportation operation services, facility technologies, supporting products, and information data. Aligning with dual-carbon goals and requirements, adopt problem-oriented, demand-oriented, and goal-oriented approaches to accelerate the construction of carbon peaking and carbon neutrality standard systems in urban public transportation;
  5. In accordance with the principles of the "Guidelines for the Construction of Carbon Peaking and Carbon Neutrality Standard Systems", ensure effective integration between newly formulated industry standards and existing national and industry standards in urban transportation, thereby establishing a comprehensive standard system for this field.

II. Scope of ApplicationsThe scope of applications in urban transportation includes but is not limited to:

  1. Low-carbon management and evaluation: green and low-carbon evaluation, carbon neutrality evaluation, and carbon emission management. Focus on formulating evaluation standards for green and low-carbon aspects in urban transportation facilities, enterprises, supply chains, and technologies, environmental impact assessment standards, green product evaluation standards, statistical accounting standards for green and low-carbon industries, general standards for carbon neutrality evaluation, as well as general standards for planning, design, management systems, and implementation evaluation in various application scenarios.
  2. Emission reduction in production and service processes: green and low-carbon transportation, carbon reduction in industrial production processes, and carbon reduction in the construction and operation of transportation infrastructure. In the field of green and low-carbon urban transportation, focus on formulating energy efficiency standards for transportation infrastructure (such as parking, charging, photovoltaic facilities) and equipment, as well as standards for green travel, efficient transportation organization, urban delivery equipment and facilities, diversified power sources for transportation vehicles, green transportation stations, integrated transportation energy, and industry-wide pollution control and carbon reduction.
  3. Green finance and carbon emission management: green finance rating and assessment, green finance information disclosure, green finance statistics, green and low-carbon services, carbon asset management, carbon emission management modules in transportation platforms (such as MaaS), and data management: (1) Key points for green finance rating: Formulate standards for green finance products and services such as terminology in urban transportation, carbon finance derivative transactions, etc., establish evaluation criteria for green finance like green transportation credit ratings, as well as standards for financial institutions and urban transportation ESG assessments. (2) Develop standards and norms for calculating emission reductions from carbon reduction projects in the urban transportation sector. Improve standards for industry and enterprise carbon emission accounting and reporting, project carbon reduction assessment, renewable energy statistics and verification, monitoring, evaluation, and green electricity trading related to green mobility consumption. Also establish standards for green low-carbon technology assessment services, contract energy management, and carbon asset management.
  1. The technical requirements of the proposed group standard must not be lower than those of current national or industry standards.
  2. For standard development projects, a relatively mature standard draft should be provided, drafted in accordance with the rules outlined in “Guidelines for Standardization Work—Part 1: Structure and Drafting Rules of Standardization Documents” GB/T 1.1-2020.
  3. Participation from various types of organizations across the upstream and downstream of the industrial chain is encouraged. In principle, no fewer than three organizations should participate, with a clear leading organization designated for the project.
  4. The main (co-)drafting organizations should possess relevant business capabilities related to the standard content. Lead drafters should be familiar with standard drafting regulations, have strong organizational and coordination skills, excellent writing abilities, and the professional expertise to address issues arising during standard development.
  1. Applying organizations must follow the standardized work process strictly and complete standard formulation or revision projects on time and to quality as planned.
  2. The costs for standard drafting and publication shall be borne by the main (co-)drafting organizations, which should prepare a proper project budget to ensure sufficient funding for standard development.

V. Other Matters1. Please fill out the application form according to the attachment format requirements (see Attachment 1 for the template). Send two copies of the signed and stamped application to the contact person by mail, along with an electronic version sent to their email address, ensuring the electronic version matches the paper version.

  1. A total of 30 organizations are eligible to apply for the first batch of standards. The application deadline is June 30, 2023 (the submission date will determine eligibility; applications submitted after this date will not be accepted).
  2. The Standardization Professional Committee is responsible for the initial review of the submitted standard project materials. After expert approval, the proposals will be submitted to the China Urban Public Transportation Association for final approval of the project.
