Notice on Solicitation for the Construction of Carbon Peak and Carbon Neutralization Standard System in the Urban Transportation Sector

All relevant units:

In order to implement the relevant requirements of the "Guidelines for the Construction of Carbon Peak Carbon Neutralization Standard System"(GB Commission Lian [20123] No. 19), accelerate the construction of a carbon peak heating and neutrality standard system with reasonable structure, clear hierarchy, and suitable for the high-quality development of urban transportation. Construction of the system, combined with the "Opinions of the Central Committee of the Communist Party of China and the State Council on Accelerating the Construction of a National Unified Market" to build a high-standard market system and promote high-standard connectivity of market facilities. According to the "Standard Management Measures of the Standardization Professional Committee of China Urban Public Transport Association", the notice on the collection work for the construction of carbon peak and carbon neutrality standard systems is hereby issued as follows:

1. Declaration principles

  1. Comply with the requirements of relevant national laws and regulations, should be coordinated and unified with current national standards and industry standards, and should not be lower than the relevant requirements of national standards and industry standards;

  2. Follow the principles of "complete procedures, high levels, and flexible methods";

  3. Based on the new development stage, implement the new development concept completely, accurately and comprehensively, and accelerate the construction of a carbon peak and carbon neutrality standard system in the field of urban public transportation;

  4. It should highlight the carbon peaking, carbon neutrality technological innovation in the urban transportation sector, adapt to market demand, reflect industry achievements, strive to contribute standardization power to the realization of the dual carbon goal, and lead the industry's technological progress and industrial development;

  5. It should focus on urban transportation operation services, facility technology, and supporting products. In key areas such as information data, combine dual-carbon goals and requirements, and adhere to a problem-oriented approach. Demand-oriented and goal-oriented, accelerating the construction of a carbon peak and carbon neutrality standard system in urban public transportation;

  6. In accordance with the principles of the "Guidelines for the Construction of Nandaofeng Carbon Neutralization Standard System", the newly formulated group standards in the urban transportation field should be effectively connected with the released national standards and industry standards. Establish and form a standard system in the field of urban transportation.

2. Scope of declaration

The scope of application in the urban transportation field includes but is not limited to:

  1. Low-carbon management and evaluation: green and low-carbon evaluation, carbon neutrality evaluation and carbon emission management. Focus on formulating green and low-precision evaluations of facilities, enterprises, supply chains, technologies in the urban transportation field, environmental impact assessment standards, green product evaluation standards, green and low-carbon industry statistical accounting standards, general principles for carbon neutrality evaluation, and different application scenarios. General standards such as carbon peak, solid and neutral planning, management systems and implementation evaluation.

  2. Emission reduction in production and service processes: green and low-carbon transportation, carbon reduction in industrial production processes, and carbon reduction in transportation infrastructure construction and operation.

In the green and low-carbon field of urban transportation, we will focus on formulating energy efficiency standards for transportation infrastructure (parking, charging, photovoltaic and other facilities) and equipment, as well as diversified power applications for green travel, efficient transportation organization, urban distribution equipment and facilities, and low-rise buildings of transportation vehicles, standards such as setting up green transportation stations and tourism, integration of transportation energy, and industry pollution reduction and carbon reduction.

  1. Green finance and carbon emission management: Green finance rating evaluation, green finance information disclosure, green finance statistics, green low-carbon services, carbon asset management, transportation equalization carbon emission management modules (MaaS, etc.) and data management, etc.:

(1)The green finance rating evaluation focuses on formulating green finance terminology and green financial product service standards such as carbon finance derivative trading in the urban transportation field, formulating green finance evaluation standards such as green transportation credit ratings, and standards such as financial institutions and urban transportation ESG evaluation.

(2)Formulate and formulate standards and specifications such as emission reduction calculation methods for self-reliance emission reduction projects in the urban transportation sector. Improve green travel consumption standards such as carbon emission accounting and reporting of industry enterprises, project carbon emission reduction assessment, renewable energy statistical correction, monitoring, credit evaluation, and green electricity trading. We will wait for standards such as green and low-carbon technology assessment services, contract energy management, and carbon asset management.

3. Declaration conditions

  1. Local government departments, enterprises and institutions with legal personality, research institutions, colleges and universities, etc. can submit standard project approval applications

  2. The technical requirements of the declared group standards shall not be lower than the relevant technical requirements of the current national standards and industry standards.

  3. When applying for standard formulation projects, a relatively mature standard case shall be provided, and the standard case shall be drafted in accordance with the rules in the "Guidelines for Standardization Work-Part 1: Structure and Drafting Rules of Standardization Documents" GB/T1.1-2020.

  4. Encourage units from different types and regions in the upstream and downstream of the industrial chain to jointly participate in the preparation of standards. In principle, there should be no less than 3 participating units, and the project lead unit should be clarified.

5 The main (reference) editor unit of the standard should have business capabilities related to the content of the standard. The chief editor of the standard should be familiar with the standard compilation regulations, have strong organizational and coordination skills and good written expression skills, and have the professional ability to solve problems in the standard compilation process. ability.

IV. Project Management

  1. The unit submitting the project application shall be familiar with the research status and standard construction in relevant fields at home and abroad, and the purpose, significance, necessity and feasibility of standard formulation, scope of application and main professional contents. To carry out necessary preliminary research on domestic and international conditions, and have the ability to carry out standard research and compilation.

  2. The applicant unit shall carry out its work in strict accordance with the requirements of standardized work flow. Complete the revision standard project on time according to the plan.

  3. The standard preparation and publication expenses shall be borne by the main (participating) editing unit, and the project budget shall be prepared to ensure the expenditure of standard preparation expenses.

5. Other matters

  1. Please fill in the project establishment application form according to the attached format requirements (see Attachment 1 for the template), mail the signed and stamped application form in duplicate to the contact person, and send the electronic version of the project establishment application form to the contact person's email. The electronic version is consistent with the paper version.

  2. The first batch of 30 standard reporting units will expire on June 30, 2023 (the recruitment review materials will be subject to the mailing date), and will not be accepted after the deadline.

  3. The Standardization Professional Committee is responsible for conducting a preliminary review of the applied standard project materials. After being approved by experts, they will be submitted to China Urban Public Transport Association for approval and project approval.
