Since General Secretary Xi Jinping solemnly announced China's "double carbon" goal in September 2020, various industries have established a relatively comprehensive national "1+N" policy system. As an important subject in implementing the "double carbon" strategy, local governments at all levels have also successively proposed "double carbon" top-level designs and industry strategies and policies in the region based on national deployment, and have carried out active explorations in various fields. This also embodies the in-depth support of domestic and local think tanks at all levels in research content and model innovation.
As the third anniversary of the establishment of my country's "dual carbon" goals is approaching, the Green and Low Carbon Development Think Tank Partnership (GDTP) and the Energy Systems Engineering Professional Committee of the China Energy Research Association jointly sent a "best case" collection activity for the implementation and actions of the dual carbon strategy in provinces and cities across the country.
###1. Time Range
After my country proposed the "double carbon" goal on September 22, 2020, actions were carried out in provinces, cities, districts and counties with the goal of implementing the double carbon strategy.
###2. Content Scope
This case collection will be completed in two years, covering all 1+N policy systems as much as possible. The 2023 solicitation content is currently tentatively divided into five areas, including the following:
Technical research to support the formulation of local peaking plans;
Policies and actions for green and low-carbon development of the power system can be specific to specific enterprises, technologies, etc.;
Policies and actions for the development of distributed renewable energy can be specific to specific technologies, business models, enterprises, etc.
Industrial carbon peak policies and actions can be specific to specific parks, enterprises, technologies, business models, etc.;
Low-carbon policies and actions for urban and rural construction can be specific to specific Urban area, parks, technologies, business models, etc.;
###3. Manuscript requirements
The case needs to propose specific solutions to a general problem and play a supporting role in the process of implementing the dual carbon strategy by provincial and municipal governments.
###4. Writing unit
A large number of government agencies, research institutions, consulting companies, media and researchers in related fields.
###5. Submission method
Please write a case summary of no more than 1500 words, including main elements such as case name, writing institution, case characteristics, results, and experience summary. Please send it to igdpoffice@igdp.cn before July 31, 2023. The subject of the submission email is: [Case Collection] Case Name + Region + Submission Unit.
###6. Review Process
We will organize expert members of the GDTP Expert Committee to organize a review of application cases, announce the list of selected cases on August 31, and issue formal case filling templates to the selected cases.
###7. Scope of Use
The selected cases will be released on the communication platforms of the Green and Low-Carbon Development Think Tank Partnership (GDTP) and the Energy System Engineering Professional Committee of the China Energy Research Association, and it is planned to be compiled and published after the case collection is completed. Selected cases will also be given priority to the opportunity to share and display at relevant conferences at home and abroad.
