Proposal for the 2023 Typical Case Collection Campaign on Synergistic Pollution Reduction and Carbon Emission Reduction

Actively addressing climate change and pursuing green, low-carbon development has become an international trend. During the 14th Five-Year Plan period, China’s ecological civilization construction has entered a critical phase focused on carbon emission reduction as a strategic priority, aiming to promote synergistic pollution reduction and carbon emission reduction, drive comprehensive green transformation of economic and social development, and achieve qualitative improvements in ecological environment quality. China has set the goal of peaking carbon emissions by 2030 and achieving carbon neutrality by 2060, making accelerated green, low-carbon development a national strategy and a historical choice for corporate transformation. To better showcase China’s commitment to green actions, exchange innovative practices and experiences in synergistic pollution reduction and carbon emission reduction, and encourage broader societal participation in combating climate change, the Publicity and Education Center of the Ministry of Ecology and Environment is organizing the 2023 Typical Case Collection Campaign on Synergistic Pollution Reduction and Carbon Emission Reduction. An expert panel will evaluate the submitted cases, select mature technical solutions, advanced management practices, and effective models for such synergistic efforts, and choose suitable cases for promotional short films. These case collections and short films will be promoted during major events such as the United Nations Climate Change Conference, World Environment Day, and National Low-Carbon Day.

I. Activity PeriodFrom July 2023 to August 31, 2023

II. Submission RequirementsThe submitted cases must comply with relevant national laws, regulations, and policy guidelines, demonstrating authenticity, effectiveness, progressiveness, and typicality. They should advocate for green lifestyles and development, safeguard ecological health, promote green civilization, and foster new trends in green development. The submitting organizations should have a positive social influence.

(I) Types of Cases to Be Submitted Type 1: Targeting communities (including urban and rural communities), industrial parks, enterprises in key industries (such as steel, power, petrochemicals, cement, etc.), associations, and non-profit organizations, this category seeks innovative practice cases that demonstrate strong influence in synergistic pollution reduction and carbon emission reduction, bring about innovation in the green revolution, and represent outstanding characteristics and advantages in promoting green lifestyles, fostering green development, and creating new carbon-neutral business models and approaches.

1. Projects within enterprises that focus on energy conservation, emission reduction, green manufacturing, carbon neutrality, and other aspects of synergistic pollution reduction and carbon emission reduction through key internal processes, technical solutions, and management measures;
2. Innovative solutions or business models for pollution reduction and carbon emission reduction developed by communities, parks, or enterprises;
3. Leadership and promotion efforts in industry-wide pollution reduction and carbon emission reduction carried out by non-profit organizations and industry associations. Type 2: Focused on regions, provinces, autonomous regions, and cities, this category seeks excellent practice cases that optimize and innovate environmental pollutant and carbon emission control technologies, approaches, policies, and systems through coordinated goals, technologies, pathways, management, and evaluation, thereby achieving more efficient and cost-effective synergistic control of air, water, soil, solid waste pollutants, and greenhouse gases.
4. Innovative cases of urban pollution reduction and carbon emission reduction synergy;
5. Innovative cases of provincial and autonomous region-level pollution reduction and carbon emission reduction synergy;
6. Cases of joint pollution reduction and carbon emission reduction innovation among provinces, autonomous regions, and municipalities within a region. (II) Submission Requirements
7. Cases that closely align with the theme of “Pollution Reduction and Carbon Emission Reduction: Synergistic Efficiency” and possess replicable and scalable value;
8. It should be tailored to local conditions, featuring regional or industry-specific characteristics, with innovative forms and rich content, as well as demonstrating typicality and creativity.
9. It must have a significant social impact, be sustainable and effective, and fully showcase the positive outcomes of practicing green and low-carbon concepts. (III) The project timeline must meet the following requirements:
10. The project should start no later than January 1, 2023;
11. If the project is already completed, clear and presentable results are required;
12. If the project is still ongoing but has been in progress for at least 6 months, interim results are needed (cases based only on concepts or expected outcomes will not be considered).

3. Collection process(I) Typical case recommendations

By August 31, 2023. (II) Expert review and public announcement In September 2023, experts from relevant fields will review the submitted materials, determine the list of selected cases, and announce them publicly. (III) Result release and promotion The collection of outstanding cases and promotional videos on coordinated pollution reduction and carbon emission cuts will be promoted at the United Nations Climate Change Conference, World Environment Day, and National Low-Carbon Day, and displayed on platforms such as the Ministry of Ecology and Environment’s “WeChat Environmental Protection” account and Weibo.

IV. Recommendation channels and material requirements(I) Recommendation channels

By August 31, 2023, environmental education departments in provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps will verify and select outstanding cases within their jurisdictions. As recommending entities, they shall submit the cases (no more than 10 of Type I and no more than 5 of Type II) together. Please indicate the order of recommendation in the list. (II) Requirements for writing case reports

1. For “Type I” cases, organize the relevant information and fill out the “2023 Recommended List of Outstanding Cases on Coordinated Pollution Reduction and Carbon Emission Cuts” (see attached form);
2. For “Type II” cases, organize the content as follows and format it in official document style, with a minimum of 8,000 words; (1) Basic information: administrative division, geographical environment, overview of natural resources, industrial development, energy consumption, historical and current pollutant emissions, historical and current greenhouse gas emissions. (2) Explorations in coordinated innovation for pollution reduction and carbon emission cuts: innovative practices in goal coordination, technology coordination, pathway coordination, management coordination, and evaluation coordination. (3) Challenges and needs in coordinated innovation for pollution reduction and carbon emission cuts. (4) Future plans for enhanced coordinated pollution reduction and carbon emission cuts. (5) Policies, documents, indicators, guidelines, etc. that have been issued can be provided as attachments.
3. The case content must be accurate, data must be precise, and the content should be concise and closely related to the theme;
4. Please provide the organization’s logo and relevant images of the case (no more than 5 images, with resolution of at least 1920×1080 and size of at least 4MB, in formats such as JPEG, JPG, or PNG); (III) Submission method For Type 1 application cases, please send the materials to dengxueqin@ceec.cn. For Type 2 application cases, send them to chenqi@ceec.cn. The email subject should be formatted as “Recommended Materials for Typical Cases of Pollution Reduction and Carbon Emission Cutting in XX Province (Region/Municipality) in 2023”. The email content must include the name and contact information of the person in charge. The recommended materials should be in a separate folder, containing the stamped scanned copy of the recommendation form along with its Word version, photos (with accompanying descriptions), etc. Example file naming formats are “Beijing XXX Recommended Materials.zip”, “Beijing XXX Recommendation Form Scanned Copy.pdf”, “Beijing XXX Recommendation Form.doc”, and “Beijing XXX Photos (Photo Description).jpg”.

V. Other Matters

1.申报单位需详细、充分了解并同意本次活动的规定，并保证申报材料完全属实、数据准确，保证案例的所有权和原创性，是申报案例的合法拥有者。一旦发现虚假信息，将取消申报资格。

2.申报单位同意所有申报材料由生态环境部宣传教育中心保留、复制、展览、宣传、发表、出版(含电子出版)的权利，所有报送材料将不予退回。
