IEEE China Smart Village Forum 2023 will be held in Taiyuan, Shanxi Province from October 15 to 16. The theme of this conference is "Green Low Carbon and Smart Village," focusing on green sustainable development in rural areas and poverty-stricken areas. This forum will invite famous academicians, experts and industry leaders at home and abroad to make keynote speeches, and invite more than 50 experts, professors, entrepreneurs and social organizations from relevant industries from various countries to discuss smart villages with China characteristics, green low carbon and energy development. How to achieve energy transformation, use advanced technology to help poor areas around the world use cheap and clean energy, improve energy efficiency, and promote green and sustainable development.

##Background introduction
The IEEE Smart Rural Committee (ISV) focuses on "Smart Energy/Technology, Science and Technology Education, and Enterprise Development (3 Pillars)" to help rural revitalization through sustainable impact investment in international cooperation projects. ISV aims to expand the program to Africa, India, South America and Asia by 2025 and benefit 50 million people.
The IEEE Smart Villages Committee China Working Group (ISV-CWG) is one of the five major regional working groups of ISV in the world. It is composed of experts, scholars, teachers and students, entrepreneurs and social workers in the fields of power, energy and science and technology education. The "troika" of entrepreneurship drives the construction of smart villages. Through an international cooperation platform, it helps poor areas in China use cheap and clean energy and promotes rural "smart-green-low-carbon" development. ISV-CWG has established a number of rural revitalization volunteer teams and student branches to assist China companies in cooperating with international organizations to provide systematic solutions to empower rural communities through financial support and technical guidance and promote the implementation of smart rural projects in China.
Energy plays a pivotal role in China's rural revitalization strategy. As a major energy province, Shanxi continues to actively explore and practice on the road of green transformation of rural energy. By building an agricultural energy Internet and developing rural energy projects, it helps rural areas achieve "double carbon goals" and accelerate agricultural modernization.
At present, the first demonstration project in China funded by ISV,"Photovoltaic Power Supply-Heating Demonstration Project in Rural Areas", has been implemented in Changzhi, Shanxi. The project is guided by Dr. Li Linghong, an expert in supercapacitor and energy storage technology, and has been included in the content of the 2023 Taiyuan Low Carbon Energy Forum-Smart Rural and Rural Energy Revolution Sub-Forum. International/domestic experts participating in the conference will go to the Changzhi project On-site inspection and exchange, various clean power supply and heating technologies and products used in the project will take this opportunity to promote and promote them to the world.
