Smart Rural Areas, Green and Low-Carbon DevelopmentThe IEEE China Smart Rural Forum 2023 will be held in Taiyuan, Shanxi from October 15th to 16th. The theme of this conference is “Green and Low-Carbon Development and Smart Rural Areas,” focusing on sustainable green development in rural and impoverished regions. Renowned domestic and international academicians, experts, and industry leaders will deliver keynote speeches at this forum. Over 50 experts, professors, entrepreneurs, and representatives from relevant industries worldwide will also participate to discuss smart rural development with Chinese characteristics, as well as green and low-carbon energy development. The discussions will cover how to achieve energy transition, use advanced technologies to help poor regions around the world access affordable and clean energy, improve energy efficiency, and promote sustainable green development.

Background IntroductionThe IEEE Intelligent Rural Villages Committee (ISV) focuses on “intelligent energy/technology, science and technology education, and enterprise development” as its three core pillars. It promotes rural revitalization by investing in the sustainable impact of international cooperation projects. ISV aims to expand its programs to Africa, India, South America, and Asia by 2025, benefiting 50 million people.
The IEEE Intelligent Rural Villages Committee China Working Group (ISV-CWG), one of the five global regional working groups under ISV, is composed of experts, scholars, teachers, students, entrepreneurs, and social workers in the fields of power energy and science and technology education. By leveraging the synergy of energy, education, and entrepreneurship, it drives the development of intelligent rural areas. Through international cooperation platforms, it helps poor regions in China access affordable and clean energy, fostering “intelligent, green, and low-carbon” rural development. ISV-CWG has established multiple volunteer teams and student branches for rural revitalization, assisting Chinese enterprises in collaborating with international organizations. They provide systematic solutions to empower rural communities through financial support and technical guidance, advancing the implementation of intelligent rural projects in China. Energy plays a crucial role in China’s strategy for rural revitalization. As a major energy-producing province, Shanxi has been actively exploring and implementing green transitions in rural energy. By building agricultural energy internet systems and developing rural energy projects, it helps rural areas achieve the “dual carbon goals” and accelerate agricultural modernization. The first ISV-funded demonstration project in China, the “Photovoltaic Power Supply and Heating Demonstration Project for Rural Areas in Energy-Saving Zones,” is currently under construction in Changzhi, Shanxi Province. Guided by Dr. Li Linghong, an expert in supercapacitors and energy storage technologies, this project has been included in the agenda of the 2023 Taiyuan Low-Carbon Energy Forum’s sub-forum on Smart Villages and Rural Energy Revolution. International and domestic experts attending the forum will visit the project site in Changzhi for inspections and exchanges, providing an opportunity to promote the various clean power supply and heating technologies and products used in this project worldwide.
