  • Please follow the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing New Development Concepts and Doing a Good Job in Carbon Peak and Carbon Neutralization","National Standardized Development Outline","Carbon Peak Action Plan before 2030" and the carbon peak implementation plan in various key industries. The clear work direction of the plan is compared with the standard formulation and revision tasks deployed in the "Implementation Plan for Establishing and Improving Carbon Peak and Carbon Neutralization Standard Measurement System" and "Guidelines for the Construction of Carbon Peak and Carbon Neutralization Standard System", Closely focusing on the current major tasks such as using standard improvement to drive large-scale equipment renewal and the replacement of old consumer goods, we organize and carry out the application work of this year's national standard special plan in accordance with the principles of highlighting key points, urgent use first, and international integration. The specific scope is as follows:

  • Carbon emissions management.
  • Carbon emission accounting standards for production enterprises with large carbon emissions and large trade volume, carbon footprint standards for key products, carbon emission reduction assessment standards for key projects, etc.

  • Technical standards for carbon emission reduction.
  • Key technical standards for carbon reduction and carbon reduction in key areas such as electricity, steel, building materials, nonferrous metals, and petrochemicals. Encourage the transformation of group standards with advanced technology and good implementation results into national standards.

  • Energy efficiency standards for new infrastructure-related products and equipment.
  • Energy efficiency standards related to new infrastructure such as data centers, communication base stations, and charging facilities, as well as energy efficiency standards related to industrial equipment, facilities, and consumer goods with large usage and high energy consumption.

  • Energy consumption limit standards.
  • Updates and upgrades of mandatory energy consumption limit standards in key areas such as electricity, steel, building materials, nonferrous metals, and petrochemicals.

  • Carbon removal technical standards.
  • Carbon capture, storage and utilization, carbon sink and other carbon removal technical standards.

  • Declaration requirements

  • The national standard projects applied for project establishment shall meet the requirements of relevant national laws and regulations, shall have no overlap or duplication with the current national standards, and shall be centralized in accordance with the "Scope and Principles of National Standards for Carbon Peak and Carbon Neutralization (Trial)". National standard projects under the jurisdiction shall be coordinated before application.

  • The applicant unit shall coordinate the short-term needs and long-term deployment of carbon peak and carbon neutrality work, conduct adequate preliminary research on the purpose, significance, necessity and feasibility, scope of application, main technical content, domestic and foreign conditions, etc. of standard formulation, and encourage relevant units jointly submit a project approval application.

  • The application project must be filled in electronic materials through the "National Standards Formulation and Revision Management Information System", and the "Carbon Peak and Carbon Neutralization Special Project" option must be checked in the project proposal.

  • Relevant procedures, materials and preparation and revision cycle requirements should be implemented in accordance with the "Notice of the National Standardization Administration Committee on Printing and Issuing the 2024 National Standards Project Establishment Guidelines"(GB Wei Fa [2024] No. 4).
