#Notice of Shenzhen Municipal Development and Reform Commission on Carrying out the 2023 solicitation of green and low-carbon technologies, equipment (products) in Shenzhen
All relevant units:
In order to accelerate the promotion and application of green and low-carbon technologies, tap into the potential of energy conservation and carbon reduction in key areas, and help our city promote carbon peak and carbon neutrality with pioneering demonstration standards, a batch of advanced and applicable green and low-carbon technologies and equipment are now publicly and widely solicited from the city.(products), and the "Shenzhen Green and Low-Carbon Technology, Equipment (Products) Promotion Catalog (2023 Edition)" will be released on the basis of the selection. The relevant matters are notified as follows:
###1. Solicitation scope and requirements
(1) Collection of new technologies and equipment (products)
Scope of solicitation. For new technologies, new processes, and new products in the fields of energy conservation and environmental protection, new energy vehicles, clean energy, ecological protection, restoration and utilization, and green infrastructure upgrades, for specific classifications, please refer to the classification description of green and low-carbon technologies, equipment (products)(Annex 1).
Application subject. Enterprises and institutions registered in accordance with the law in Shenzhen (including the Shenzhen-Shantou Special Cooperation Zone) and with independent legal personality include green and low-carbon technology, equipment (product) manufacturing enterprises, technical service units, technology application units, university scientific research institutes and industry associations, etc.
Solicitation requirements. First, it is in line with the national and our city's green and low-carbon industry policies, relevant standards and technical specifications, and in line with the national and our city's standards and requirements in terms of quality, safety, energy conservation, environmental protection, etc.; second, the intellectual property rights are clear and there are relevant patents and achievements. Certification materials such as identification, test reports and other certification materials; Third, it is advanced, applicable and innovative, corresponding to an industry penetration rate of less than 50%, and there are more than 2 typical cases of successful implementation of continuous normal operation for more than one year. It has good promotion and application prospects within Shenzhen, and Attached with relevant certificates such as third-party acceptance reports; Fourth, the technical principles are clear, the supporting materials and data are accurate and reliable, and the report preparation is complete and compliant; Fifth, it has good economic benefits, social benefits, energy resources and pollution control or environmental restoration effects, and requires accurate accounting data and methods.
(2) Updates of technologies and equipment (products) that have been included in relevant catalogs
For technologies and equipment (products) that have been included in relevant national, provincial and municipal catalogs (see Annex 2), the update application unit must provide the original application materials and fill in the "Green and Low-Carbon Technology, Equipment (Products) Update Table"(Annex 5), supplementing and updating relevant technical product indicators, latest typical cases, third-party inspection and testing or user acceptance certificates, scientific and technological appraisals and monographs.
###2. Solicitation Process
(1) Preliminary examination. After the new application unit submits the application materials, our committee will conduct a preliminary review of the authenticity, integrity and compliance of the materials, and organize a technical review for the projects that have passed the preliminary review; the updated application unit will submit the updated application materials to the original recommendation unit. After preliminary review and recommendation by the original recommendation department and review by our committee, it can directly enter the publicity process.
(2) Technical review. For projects that have passed the preliminary review, our committee organizes experts to conduct on-site inspections and review and defense according to the industry fields of technology and equipment (products). When the newly declared technology or equipment (products) and the technology or equipment (products) included in the relevant catalog are of the same or similar technology, they will be reviewed simultaneously, compete on the same stage, and select the best.
(3) Publicity and release. Based on the review results, the list to be included in the "Shenzhen Green and Low-Carbon Technologies, Equipment (Products) Promotion Catalog (2023 Edition)" will be selected, and will be announced to the public after no objection is announced, and will be recommended to the country on the basis of the best. Our committee tracks and checks the application effects of the technologies and equipment (products) included in the catalog, and implements dynamic management in accordance with the principle of both entry and exit.
(4) Promotion and application. Our city will give priority to recommending advanced, applicable and high-value green and low-carbon technologies and equipment (products) to apply for national and provincial relevant technology and equipment (products) catalogs, and organize green and low-carbon technologies and equipment (products) exchange meetings, key energy-using unit training, typical case demonstrations and other forms to conduct targeted promotion and extensive promotion.
###III. Declaration Requirements
(1) Newly declared items. Please prepare the "Green and Low-Carbon Technology, Equipment (Products) Application Report"(Attachment 3) and the "Green and Low-Carbon Technology, Equipment (Products) Recommendation Summary Table"(Attachment 4), and submit the application before June 21, 2023. Materials (Application materials need to be submitted separately for each technology; they need to be bound into a book on A4 paper, the stamped paper version is in triplicate, and one electronic editable version and one stamped and scanned electronic version are each) and submitted to the Green Development Division of our Commission (Citizen Center Room 3119, Area C), will not be accepted within the time limit.
(2) Items that have been included in the relevant catalog. Please update the application unit and fill in the "Green and Low-Carbon Technologies, Equipment (Products) Update Form"(Attachment 5), and submit the application materials (each technology needs to be submitted separately; all requirements need to be bound on A4 paper) before June 20, 2023. The stamped paper version is in triplicate, and the electronic editable version and the stamped and scanned electronic version are each submitted to the original application and recommendation unit for preliminary review. All original application and recommendation units are requested to submit the preliminary review recommendation materials and application materials to our committee before June 28, 2023 after preliminary review.
The promotion and application of green and low-carbon technology products is of great significance to improving the efficiency of energy resource utilization and promoting the comprehensive green and low-carbon transformation of the economy and society. All districts and relevant departments are requested to attach great importance to it, strengthen publicity and guidance, and promote qualified enterprises and institutions in their respective jurisdictions and fields.
