#Notice of Shanghai City Economic Information Commission on Carrying out the 2023 application for special fund projects for energy conservation, emission reduction and contract energy management in Shanghai City's industrial communications industry Relevant units: In order to implement the "Shanghai City Special Management Fund Management Measures for Energy Conservation and Emission Reduction (Response to Climate Change)(Shanghai Development and Reform Standards [2021] No. 5) and the "Special Support Measures for Energy Conservation, Emission Reduction and Contract Energy Management of Shanghai City Communications Industry"(Shanghai Jingxin Standards [2023] No. 5) to promote enterprises to actively carry out green and low-carbon transformation, establish a green manufacturing system and improve energy management capabilities, we are now organizing and carrying out the application for special projects for energy conservation, emission reduction and contract energy management in Shanghai City industrial communications industry in 2023, and notifying relevant matters as follows: 1. Scope of special fund support

The special funds mainly support green and low-carbon process upgrades and new technology applications, energy-saving technology transformation, contract energy management, energy management systems, green manufacturing system demonstrations, energy audits and energy-saving diagnostic services (energy management centers, cleaner production, cleaner production service application notices will be released separately). 2. Declaration conditions

The application unit shall be an enterprise and institution established in this city in accordance with the law and capable of independently assuming civil liability, with normal operating conditions, sound financial management systems, and good credit records; energy-using units and within the boundaries of the project have complete energy measurement, statistics and Operation management system; the declared project shall have good economic, social and environmental benefits. (1) Green and low-carbon process upgrades and new technology applications

1. The application project must be accepted after January 1, 2021, and has been completed and has been in stable operation for 6 months (including at least one operation cycle) or more at the time of application.
2. The application project should be a project that has achieved process breakthroughs or process reengineering, or the company's first application of green and low-carbon new technologies, new materials, new equipment, etc., and has been reviewed by experts as having demonstration and promotion significance.
3. Those who fail to meet this requirement after expert review but meet the requirements for support for energy-saving technical transformation can be supported in accordance with energy-saving technical transformation standards. (2) Energy-saving technological transformation
4. The application project must be accepted after January 1, 2021, and has been completed and has been in stable operation for 6 months (including at least one operation cycle) or more at the time of application.
5. The equipment or system to be transformed needs to operate for more than 1 year (inclusive) before transformation.
6. The annual energy saving of the declared project is more than 50 tons of standard coal (inclusive).
7. The reporting unit shall provide project investment certificate. (3) Contract energy management
8. The application project must be signed and implemented after January 1, 2021, and has been completed and has been in stable operation for 6 months (including at least one operation cycle) or more at the time of application.
9. The application unit is an energy-saving service institution, and the investment proportion in the application project shall not be less than 50%.
10. The equipment or system to be transformed needs to operate for more than 1 year (inclusive) before transformation. (There is no such requirement for new contract energy management projects)
11. The annual energy saving of the declared project shall be more than 50 tons of standard coal (inclusive). Among them, the annual energy saving of new contract energy management projects should be more than 500 tons of standard coal (inclusive), and the investment in energy-saving equipment and facilities should be more than 5 million yuan (inclusive).
12. The reporting unit shall provide investment certificate for energy-saving equipment and facilities of the project. (4) Energy management system
13. The annual comprehensive energy consumption of the declared unit is more than 2000 tons of standard coal (inclusive).
14. After January 1, 2021, the energy management system certification will be carried out in accordance with the requirements of the Energy Management System Requirements (GB/T 23331-2020) and the certification will be obtained for the first time.
15. The first certification certificate is within the validity period when applying. (5) Demonstration of green manufacturing system After January 1, 2021, it was awarded the first time as a national-level green park, green factory, green supply chain management, industrial product green design demonstration enterprise, and green data center. (6) Energy audit and energy conservation diagnosis services After January 1, 2021, the reporting unit will carry out energy audits and energy-saving diagnoses for energy-using units (the pre-implementation report must be uploaded to the "Shanghai Industrial Green Development Comprehensive Service Platform"), and the energy-using units it serves have implemented corresponding transformation projects and received municipal green and low-carbon process upgrades and new technology applications, energy-saving technology transformation or contract energy management awards. 3. Application and review procedures

(1) Implementation method. The special fund application system is open all year round, adopting the method of "annual application, annual review, and centralized allocation". (2) Declaration channels. Log in to the Municipal Economic Information Commission's special fund project management and service platform (http://zxzj.sheitc.sh.gov.cn) to fill in. After completing the online filling, print the special fund project application form online, sign and seal it, and send it to the competent department (district economic committees, commerce committees, science and technology economic committees, and group companies) together with other relevant paper materials. After passing the preliminary review and sealing it, submit the written materials to the one-door acceptance window (1st Floor, Shanghai City Efficiency Center Building, No. 121 Zhongshan North 1st Road, Hongkou District). Paper materials must be fully signed and sealed and consistent with the content of electronic materials submitted online. (3) Review method. Project preliminary reviewThe competent department conducts a preliminary review of the application items, including reviewing the application form (including application conditions), enterprise legal personality, enterprise economic status, etc., returning application materials that do not meet the requirements or lack relevant content, or requiring the applicant enterprise to make up within a limited time. acceptance reviewThe acceptance window reviews the completeness of the application materials, returns the application materials that do not meet the requirements or lack relevant content, or requires the application enterprise to complete them within a limited time. on-site audit, our committee, together with relevant municipal departments, will organize third-party agencies to conduct on-site project audits. 4. Requirements for application materials

The paper version of the application materials is in duplicate, printed on both sides on A4 paper, and glued into a book on the left side as required. Including but not limited to the following: (1)"Fund Project Application Form" and "Fund Project Application Report"(fill in online and print online. See Annexes 1-7 for the main contents); (2) Project contract, project investment certificate (including a copy of project equipment and facility purchase contract and invoice), energy-saving benefit sharing certificate, etc.(the original is scanned and uploaded to the online platform); (3) A copy of the business license of the applicant unit (the original is scanned and uploaded to the online platform); (4) The credit inquiry authorization letter of the natural person; (5) Letter of commitment for the authenticity of the application materials (signed by the legal representative and stamped with the official seal). 5. Material acceptance window

六、重要声明

(一)已经申报《上海市工业通信业节能减排和合同能源管理专项扶持办法》中其他板块补贴的项目，不得重复申报。

(二)已从其它渠道获得市级财政资金支持的项目，不得重复申报。经查实重复申报的项目，将依法追回专项资金，并记入单位信用档案。

(三)该政策有效期截至2026年12月31日。

我委从未委托任何机构或个人代理专项资金项目申报事宜，请项目单位自主申报项目。我委将严格按照有关标准和程序受理申请，不收取任何费用。如有任何机构或个人假借我委或我委工作人员名义向企业收取费用的，请知情者向我委举报。
