Large-scale application of hydrogen energy is inseparable from the development of related infrastructure. The establishment of a hydrogen storage and transportation system is the key to promoting the development of hydrogen energy. Hydrogen energy is a secondary energy source with abundant sources, green, low-carbon, and widespread applications. It is gradually becoming one of the important carriers of global energy transformation and development. The "Medium and Long-Term Plan for the Development of Hydrogen Energy Industry (2021-2035)" proposes that my country should steadily build a storage and transportation system to provide solutions for achieving zero-emission energy utilization.
Hydrogen storage and transportation safety is the key to solving the problem of hydrogen transportation and resource allocation in regional cities. The promulgation of hydrogen storage and transportation safety technical specifications is an important measure to build a hydrogen energy storage and transportation system and form an intrinsically safe design for hydrogen storage and transportation. Judging from my country's experience in hydrogen pipeline transportation, the mileage of my country's long-distance pure hydrogen pipelines is less than 400 kilometers, and the operation time of pure hydrogen pipelines is less than ten years. There is a certain gap between the long operation time and long mileage of foreign hydrogen pipelines; From the perspective of the standard system, compared with the relatively complete foreign hydrogen transportation design and operation standard systems (ASME31.12, CGAG-5.6, etc.), the standards and specifications for the transportation links in my country's hydrogen industry chain are relatively weak. With the implementation of hydrogen storage and transportation projects, the safety of hydrogen energy storage and transportation has attracted widespread attention from society, and the standards and safety technical specifications for hydrogen energy storage and transportation need to be improved urgently.
In order to speed up the layout of hydrogen energy infrastructure construction, it is necessary to formulate the "Hydrogen Energy Storage and Transportation Safety Technical Standards". The main issues to be solved are as follows: 1) my country's hydrogen energy standard system is not yet complete, and there is no basis for hydrogen energy storage and transportation safety regulations. standards. From the perspective of my country's standard system, the standards and specifications for the transportation link in the hydrogen industry chain are relatively weak. Currently, my country has not issued standards or technical regulations for the safety of hydrogen energy storage and transportation. Therefore, it is necessary to deepen the construction of safety standards for hydrogen storage and transportation; 2) There is a lack of design basis for the construction date. Domestic energy companies have accelerated the deployment of the hydrogen energy industry in recent years, and the scale of hydrogen transportation is expected to grow rapidly. There is an urgent need for cross-regional pipeline transportation of hydrogen. However, there is a lack of engineering design basis for hydrogen storage and transportation safety recently.
The formulation of this standard has good application prospects. 1) In terms of technical reliability, we have accumulated rich technical experience in hydrogen-sensitive equipment, materials, engineering demonstrations, etc. at home and abroad, and have accumulated rich experience in natural gas storage and transportation. Foreign ASME31.12-2019 have made relevant regulations on pipeline acceptance, which has a good foundation for technical reliability; 2) In terms of technological advancement, this specification adopts analysis methods such as pipe hydrogen embrittlement testing and pipeline transportation finite element analysis based on an in-depth understanding of domestic and foreign standards and specifications for natural gas and hydrogen pipelines. In order to make up for the lack of technical requirements for hydrogen storage and transportation safety in the existing standards, the Technical Standard for Hydrogen Storage and Transportation Safety was approved by the Standard Chemical Operation Committee of China International Association for the Promotion of Science and Technology No. 120231413 (Annex I), which was organized and implemented by the Urban Infrastructure Branch of China International Association for the Promotion of Science and Technology.
