Letter on publicly soliciting methodological suggestions for voluntary greenhouse gas emission reduction projects

In order to encourage the whole society to carry out extensive and in-depth greenhouse gas emission reduction actions and promote the realization of carbon peak and carbon neutrality goals, our Ministry is actively promoting the construction of a national unified voluntary greenhouse gas emission reduction trading market. Methodology is the main basis for guiding the development, implementation, verification and emission reduction verification of voluntary greenhouse gas emission reduction projects. It plays an important normative role in baseline identification, additionality demonstration, emission reduction accounting and monitoring plan formulation of emission reduction projects. The carbon peak and carbon neutrality goal have put forward new and higher requirements for the construction of a voluntary greenhouse gas emission reduction trading market. The original methodological system is difficult to meet the current work needs. Most methodologies need to update the baseline and additionality demonstration requirements. Some methodologies lack promotion value and application scenarios. Some methodologies do not conform to the orientation of industrial policies. Innovative emission reduction technologies emerging in recent years are also in urgent need of corresponding methodological support. In order to build a unified national voluntary greenhouse gas emission reduction trading market with high quality, our Ministry will establish and improve the methodological system for voluntary greenhouse gas emission reduction projects to comprehensively improve the scientificity, applicability and rationality of the methodology. Methodological suggestions for voluntary greenhouse gas emission reduction projects are now publicly solicited from the whole society. The relevant matters are as follows.

1. Project owners, industry associations, scientific research institutions, universities and other enterprises and institutions that have the technical conditions for compiling methodologies for voluntary greenhouse gas emission reduction projects can put forward methodological suggestions.
2. The proposed methodological suggestions for voluntary greenhouse gas emission reduction projects may be revisions of the original registered methodologies or new methodologies, which are in line with relevant national industrial policy requirements, reflect the development trend of green and low-carbon technologies, and are conducive to protecting The ecological environment is conducive to promoting the realization of carbon peak and carbon neutrality goals, and can avoid or reduce greenhouse gas emissions or achieve greenhouse gas removal. The recommended methodology and additionality demonstration requirements should be clear, operable, easy to review and verify, and ensure that the emission reductions generated by case project activities are true, accurate and conservative. Encourage methodological suggestions for industries and fields with obvious emission reduction effects, high social expectations, low technical disputes, reliable data quality, and both social and ecological benefits. Their additionality may be exempted from demonstration or simplified demonstration. Methodological suggestions cannot be made for industries and fields with mandatory greenhouse gas emission reduction obligations such as existing laws and regulations.
3. The unit proposing methodological suggestions for voluntary greenhouse gas emission reduction projects shall prepare methodological suggestions materials (stamped with the official seal on the front page) and preparation instructions in accordance with the relevant requirements of the "Outline for the Compilation of Methodologies for Voluntary Greenhouse Gas Emission Reduction Projects", and attach 1 case for voluntary emission reduction projects using the methodological suggestions, the language should be concise, popular and accurate. Please submit methodological suggestions to our department by email before April 30, 2023.
4. Our department will organize the evaluation and selection of the methodological suggestions submitted by each unit, combine the needs of my country's carbon peak and carbon neutrality work, publish relevant methodologies on the basis of the best and batches, and gradually update the original registered methodologies.
