Relevant matters are notified as follows.

1. Relevant background and overall requirements

The "Double Top Ten" mechanism is an important international cooperation mechanism led by my country under the framework of the International Energy Efficiency Center (EE Hub). It aims to select and promote advanced energy-saving technologies and energy-saving practices on a global scale by formulating and releasing the "Double Top Ten" list. Improve energy utilization efficiency and energy conservation and carbon reduction management levels in key areas such as industry and informatization, urban and rural construction, transportation, and public institutions. Up to now, my country has jointly collected and released two batches of international "Double Top Ten" lists with relevant countries, which have attracted widespread attention and positive response from the international community. Further leveraging the role of the "Double Top Ten" mechanism and promoting advanced energy-saving technologies and practices are of great significance to supporting energy conservation and carbon reduction in key areas and actively and steadily promoting carbon peak and carbon neutrality. It is also an important path to demonstrate China's energy conservation and carbon reduction practices and effectiveness, and actively participate in energy efficiency and global governance to address climate change. All relevant departments and units in all regions must attach great importance to it and conscientiously organize the collection work.

2. Collection scope

This time, we mainly collect advanced energy-saving technologies and energy-saving practices in four fields: industry and informatization, urban and rural construction, transportation, and public institutions. On the basis of solicitation, a domestic "Double Top Ten" list will be formed (each field includes 10 energy-saving technologies and 10 energy-saving practices). The energy-saving technologies and practices in the domestic "Double Top Ten" list will be recommended to participate in the international "Double Top Ten" list selection.

3. Solicitation Conditions

(1) Energy saving technical requirements. Relevant technologies should be advanced, innovative, applicable and reliable. The technological level is leading in China, which can reflect the latest progress in the research and development and application of energy-saving technologies, and plays a leading and supporting role in green and low-carbon development in related fields. There are no disputes over the ownership of scientific and technological achievements, patents, and intellectual property rights. There are successful implementation cases, with significant energy conservation and carbon reduction benefits, economic and social benefits, and great market promotion potential. (2) Practical requirements for energy conservation. Relevant practices should be innovative and demonstrative, can achieve significant energy conservation and carbon reduction benefits, economic benefits and social benefits, and operate stably or be implemented for more than one year, making it easy to replicate and promote. For practices involving energy conservation and carbon reduction transformation in key areas, the energy consumption level per unit of product shall not be lower than the advanced value of the energy consumption limit standard and the energy efficiency benchmark level in key areas of the industry, and the energy efficiency level of key product equipment shall not be lower than the energy efficiency standard Level 1 and similar energy consumption. Advanced level of energy efficiency of product equipment. (3) Requirements of the recommending unit. The recommended unit for energy-saving technologies should be the unit that belongs to the technology, and the recommended unit for energy-saving practices should be the unit that achieves significant energy-saving effects through the application of advanced energy-saving technologies and the establishment of an energy management system. The recommended unit has no records of violations of laws and regulations such as environmental protection, quality, and safety in the past three years, and has not been included in the energy conservation supervision and rectification list, the list of enterprise business abnormalities, and the list of serious violations of laws and regulations.

IV. Working procedures

(1) Voluntary recommendation. In accordance with the principle of voluntary participation, units that meet the requirements may submit to the local provincial energy conservation authorities, industry and information technology authorities, housing and urban construction authorities, transportation authorities, agency affairs management departments, civil aviation management departments and relevant railway bureau groups. Submit "Double Top Ten" recommendation materials. The recommended unit for energy-saving technologies shall fill in the "Best Energy-saving Technology Recommendation"(Annex 1), and the recommended unit for energy-saving practices shall fill in the "Best Energy-saving Practice Recommendation"(Annex 2). Encourage industry associations to mobilize and organize industry-related units to actively participate in the "Double Top Ten" recommendation work. (2) Preliminary examination. Provincial energy conservation authorities, together with the regional industry and information technology authorities, housing and urban and rural construction authorities, transportation authorities, agency affairs management departments, civil aviation administrative departments and relevant railway bureau group companies, conduct a preliminary review of relevant materials and summarize them to form recommendations for the region. Materials, the recommendation opinions, the "Recommended Summary Table of Best Energy Saving Technologies and Best Energy Saving Practices"(Annex 3), The recommendation materials submitted by relevant units (Annexes 1 and 2, paper version printed on A4 paper, stamped with a seal, in duplicate; electronic version engraved) are submitted to the National Development and Reform Commission. The energy conservation authorities of all provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps are requested to work with relevant departments and units to carefully conduct reviews and checks, and recommend up to 3 energy-saving technologies and 3 energy-saving practices in each field and each province. (3) Review and release. The National Development and Reform Commission, in conjunction with the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the State Administration of Administration, the Civil Aviation Administration of China, and the China Railway Group, organized experts to review the recommended materials in various regions, and determined and released the domestic "Double Top Ten" list in accordance with procedures. (4) Promote and promote the domestic "Double Top Ten" list. Relevant departments and units in all regions should strengthen the publicity and promotion of the domestic "Double Top Ten" list based on actual conditions, actively carry out activities such as energy-saving technology docking, energy-saving cases and practical exchanges, support the promotion and application of energy-saving technologies, and help save energy and reduce carbon emissions in key areas. Provide support for steadily promoting carbon peak and carbon neutrality. (5) Recommended to participate in the selection of the international "Double Top Ten" list. For energy-saving technologies and energy-saving practices included in the domestic "Double Top Ten" list, the National Development and Reform Commission will recommend to participate in the international "Double Top Ten" list selection through the framework of the International Energy Efficiency Center (EE Hub) to further demonstrate China wisdom and China plan for energy conservation and carbon reduction.
