Collection scope
It mainly includes two categories: one is advanced, high-quality green and low-carbon technologies in Yunnan Province suitable for promotion and application, and the other is nationally advanced, high-quality green and low-carbon technologies suitable for promotion and application in Yunnan Province that are in line with the green development of Yunnan's industries.
It mainly includes seven major areas: green and low-carbon technologies in seven major areas: energy conservation and carbon reduction, environmental protection, resource recycling, energy green and low-carbon transformation, ecological protection restoration and utilization, green infrastructure upgrading, and green services. Declaration requirements
(1) Declaration conditions
It is in line with national policies, standards and regulations related to green and low-carbon development, and has good effects in energy conservation, carbon reduction, pollution reduction, green expansion, and efficiency improvement.
The technical level is leading in China, which can reflect the development direction and latest progress of green technology in the industry in the field. It is in line with the current and future key needs of Yunnan Province for green and low-carbon development, and plays a leading role in green development in relevant fields in the province and even the country.
The technology is mature and reliable, with good environmental, economic and social benefits, successful application cases, good replicability, and great promotion potential.
Have independent intellectual property rights, and the property rights are clear and free from disputes.
(2) Application subject
Good social reputation, no illegal and criminal records or major untrustworthy records, etc.
Have a strong willingness to transform and promote technological achievements, and voluntarily promise to participate in follow-up promotion work in accordance with the market-oriented mechanism.
(3) Relevant requirements
All relevant departments are requested to strengthen the overall coordination of green technology innovation work, optimize the innovation environment, further improve the market-oriented green technology innovation system, and solidly promote the research and development, promotion and application of green technologies. The development and reform commissions of various states (cities) conscientiously organize qualified green applications. In principle, no less than 5 applications for low-carbon advanced technology and demonstration engineering projects, and the compliance, authenticity, integrity and compliance of the application materials shall be reviewed.
Each application entity should fill in the "Yunnan Province Green and Low-Carbon Advanced Technology and Demonstration Project Application Form"(Annex 1),"Yunnan Province Green and Low-Carbon Advanced Technology and Demonstration Project Application Report"(Annex 2) and "Declaration Unit Commitment Letter"(Annex 3). After review by all relevant departments and the State (City) Development and Reform Commission, the application materials will be sent to the designated mailbox before May 20, 2024. The title of the email is uniformly named "Green and Low-Carbon Technology Application + Result Name + Application Unit", and the original paper copies are submitted in triplicate.
Other matters
The Provincial Development and Reform Commission has taken the lead in establishing a reserve bank of green and low-carbon advanced technologies and demonstration projects in Yunnan Province. On the basis of fully soliciting opinions, it will include the technologies and projects recognized and recommended by industry departments into the reserve bank. Priority will be given to green finance, finance and taxation and other relevant policy support, priority will be given to targeted promotion and application in green and low-carbon demonstration parks, zero-carbon parks, etc., priority will be given to participating in publicity activities such as National Energy Conservation Week and National Ecology Day. Priority is given to recommending and applying for national green and low-carbon advanced technology demonstration projects, and priority is given to guiding and applying for investment within the central budget.
