According to the "Notice of the General Office of the Ministry of Ecology and Environment of the General Office of the Ministry of Industry and Information Technology on Organizing the Collection of Industrial Green and Low-Carbon Typical Cases (in the Direction of" Waste-Free Parks "and" Waste-Free Enterprises ")"(Joint Joint Letter of the Department of Industry and Information Technology [2025] No. 539), the notice on the collection of typical cases of "Waste-Free Parks" and "Waste-Free Enterprises" in our province is as follows:

1. Collection objects

(1) Waste-free parks. Industrial parks at the provincial level and above that have been established more than three years ago, have legal boundaries and scope, and have unified management agencies. The park has reasonable industrial planning, advanced production processes and equipment levels, low industrial solid waste generation intensity, high comprehensive utilization level, sound solid waste management mechanism, and complete utilization and disposal facilities. It has formed a typical model with demonstration significance and can be promoted.

(2) Waste-free enterprises. It has been established for more than 3 years, has independent legal personality, operates normally and has a certain production scale, has a good credit record, advanced process technology, low consumption level of main raw materials per unit of product, and high comprehensive utilization rate of industrial solid waste. It has formed a typical model with demonstration significance and can be promoted in terms of solid waste reduction and recycling.

2. Basic requirements

(1) Waste-free parks

In principle, the reporting unit shall meet the following requirements:

1. The comprehensive utilization rate of industrial solid waste in the park is ≥90%, or the comprehensive utilization rate has increased by more than 20 percentage points in the past three years.

2. The cumulative decline in the intensity of industrial solid waste generation in the past three years has been ≥10%.

3. In the past three years, there have been no major or above pollution accidents, ecological damage incidents, and no administrative penalties have been imposed.

4. All enterprises included in the mandatory cleaner production review list shall pass the review and acceptance.

5. Information-based management methods are complete, and the information on the type, quantity, flow direction, storage, utilization, and disposal of industrial solid waste in the park is detailed and accurate.

(2) Waste-free enterprises

In principle, the reporting unit shall meet the following requirements:

1. The comprehensive utilization rate of industrial solid waste is ≥80%, or the comprehensive utilization rate has increased by more than 20 percentage points in the past three years.

2. The amount of industrial solid waste generated per unit of product is significantly lower than the average level of the same industry, or the cumulative decline in the past three years is ≥10%.

3. In the past three years, there have been no major pollution accidents or ecological damage incidents, no production safety accidents, no administrative penalties have been imposed, and no companies have been included in the list of dishonest enterprises.

4. Industrial solid waste storage and disposal facilities comply with relevant national standards and specifications.

5. A solid waste management informatization platform (system) has been built, and the information on the type, quantity, flow direction, storage, utilization, disposal, etc. of industrial solid waste is detailed and accurate, and can be traced and queried.

6. Work arrangements

(1) Application of enterprises in the park

Parks and enterprises that carry out the construction of "waste-free parks" and "waste-free enterprises" shall voluntarily and independently carry out the construction of "waste-free parks" and "waste-free enterprises" in accordance with the "Guidelines for the Construction of" Waste-free Parks "and" Waste-free Enterprises "(Trial)"(hereinafter referred to as the "Construction Guidelines", Annex 1). Parks and enterprises should refer to the "Construction Guidelines" to formulate and implement specific construction plans for their parks or enterprises, improve the comprehensive solid waste management system, strengthen industrial solid waste disposal and utilization capabilities, and promote source reduction and efficient consumption and utilization of industrial solid waste. Parks and enterprises must promptly summarize experience and practices, form typical case applications and report them to the competent departments of industry, informatization, and ecological environment.

(2) Joint review and recommendation

After receiving the application materials of parks and enterprises, the municipal industry, informatization, and ecological environment authorities shall jointly review the materials and fill in the typical case summary form, together with the typical case application form (each in duplicate), on April 20, 2026. Submit it to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment. The Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment will organize a joint review of the application materials and recommend them to relevant national departments on the basis of merit.

Industry and information technology authorities at all levels and ecological and environmental authorities should actively publicize, summarize and recommend typical cases of "waste-free" transformation in parks and enterprises, especially for "waste-free" industrial solid waste that produces large quantities and is difficult to utilize in the region."Cases, promote the solution of common and difficult problems in solid waste utilization, and guide the implementation of" waste-free "production models.
