Notice on soliciting advanced and applicable green and low-carbon technologies, equipment and products in the industrial field

The competent economic and information departments of various cities (prefectures) in Sichuan Province and districts (counties) in Chongqing City, relevant units:

In order to accelerate the development of green and low-carbon cycles in Sichuan and Chongqing industries, increase the application and promotion of green and low-carbon technologies, equipment and products, and actively and steadily promote carbon peak and carbon neutrality in the industrial sector, it was decided to publicly and widely solicit a batch of advanced and applicable green and low-carbon technologies, equipment and products from the industrial sector of Sichuan and Chongqing, and publish the "Catalog of Technologies, Equipment and Products Encouraged for Promotion and Application in Green and Low-Carbon Fields of Sichuan and Chongqing (2023 Edition)" on the basis of the selection. We will also organize and participate in green and low-carbon related promotion, application and docking publicity activities. Relevant matters are hereby notified as follows.

1. Collection scope

Focusing on the high-quality development of Sichuan and Chongqing's leading industries and the key areas of industrial carbon peak, focusing on the steel, nonferrous metals, chemicals, building materials, automobiles, electronic information, equipment manufacturing, food and textiles, advanced materials, medicine and health and other industries, we will focus on collecting green and low-carbon advanced applicable technologies, equipment and products in four major directions: water conservation, comprehensive utilization of resources, and pollution reduction and carbon reduction.

2. Application entity

Green and low-carbon advanced and applicable technology, equipment, and product suppliers, including various industrial enterprises, third-party service organizations, scientific research institutes and industry associations.

3. Declaration direction

(1) Industrial energy conservation. Specifically, they include: industrial energy-saving technologies, high-efficiency energy-saving equipment and products: First, new energy-saving processes or process substitution technologies widely used in relevant industries, key processes or key equipment innovation and optimization technologies, process system integration and optimization technologies, etc. The second is clean and efficient energy utilization technologies such as clean and efficient utilization of fossil energy such as coal, renewable energy utilization, industrial green microgrids, energy storage applications, efficient preparation and utilization of hydrogen energy, and raw and fuel substitution. The third is energy recycling technologies such as cascade utilization of system energy, waste heat and pressure and residual gas recycling technologies. Fourth, high-efficiency and energy-saving equipment and products refer to mass-produced equipment or end products whose energy efficiency indicators meet or exceed the level 1 energy efficiency level of relevant national standards. Efficient and energy-saving equipment includes high-efficiency motors, transformers, industrial boilers, fans, positive displacement air compressors, pumps, plastic machinery, internal combustion engines, etc. Efficient and energy-saving products include electric washing machines, water heaters, air conditioners, heat pumps, refrigerators, range hoods, gas cookers, electric rice cookers, microwave ovens, dishwashers, air purifiers, electric fans, ventilators, displays, smart toilets, etc.

(2) Energy conservation in the field of informatization. Specifically, it includes: energy conservation and efficiency improvement in key energy-using facilities such as data centers, communication base stations, and communication rooms, and green and low-carbon related technologies. Use next-generation information technologies such as 5G, industrial Internet, and big data to realize the collection and monitoring of energy flow, material flow and other information, intelligent analysis, fine management, and system optimization, and improve the level of energy, resources, and environmental management.

(3) Industrial water conservation. Specifically, it includes: water-saving processes, technologies, and equipment such as wastewater recycling, efficient cooling or washing, substitution of high-water-consuming production processes, intelligent water management and control, as well as water-saving processes, technologies, and equipment in areas sensitive to the water environment.

(4) Comprehensive utilization of resources. Specifically, it includes three categories: industrial solid waste reduction, comprehensive utilization of industrial solid waste, and recycling of renewable resources. Industrial solid waste reduction mainly refers to the production process technology and equipment used in relevant industries to reduce the generation of industrial solid waste and reduce the harmfulness of industrial solid waste; comprehensive utilization of industrial solid waste mainly refers to coal gangue, fly ash, industrial by-product gypsum, red mud, smelting slag, chemical slag, waste stone and other comprehensive utilization process technology equipment; The recycling of renewable resources mainly refers to waste electrical and electronic products, waste steel, waste non-ferrous metals, waste motor vehicles, waste plastics, waste tires, waste paper, waste textiles, waste power batteries for new energy vehicles, waste glass, waste photovoltaic modules, and waste renewable resource recycling process technical equipment such as fan blades.

(5) Reduce pollution and reduce carbon. Specifically, it includes three categories: carbon emission reduction, coordinated pollution management, and clean production. Carbon emission reduction mainly refers to zero-carbon industrial process reengineering technology, carbon capture, utilization and storage technology (CCUS), biomass energy carbon capture and storage technology (BECCS) and other technologies, equipment, and products; coordinated pollution management mainly refers to industrial water pollution control, industrial flue gas control, VOCs control, ammonia escape, unorganized emission from industrial enterprises, solid waste treatment and disposal, and source control of pollutants. Cleaner production mainly refers to cleaner production transformation technologies in key industries such as steel, petrochemical chemicals, non-ferrous metals, and building materials, as well as technologies, equipment, and products such as green design of industrial products, clean, efficient and low-carbon safe utilization of energy, and coordinated emission reduction of multiple pollutants.

4. Declaration process

(1) Independent declaration. On a voluntary basis, the reporting unit shall submit relevant materials (in duplicate, including electronic version) to the local economic and information technology authorities. In accordance with the principle of step-by-step reporting, the economic and information departments of each city (prefecture) and district (county) shall sort out and summarize, and fill in the "Summary Form for the Application of Green and Low-Carbon Advanced and Applicable Technologies, Equipment, and Products in the Industrial Field"(see Annex 2).

(2) Preliminary review recommendation. The economic and information departments of each city (prefecture) and district (county) conduct a preliminary review of the application materials, focusing on the integrity and authenticity of the application materials, whether the technical principles are clearly described, whether the intellectual property rights are clear, and whether they are in compliance with national industrial policies. The formal recommendation documents (including the application summary form) and application materials are submitted to the Sichuan Province Department of Economy and Information Technology and the Chongqing City Economic and Information Technology Commission respectively.

(3) Review and release. The Sichuan Province Department of Economy and Information Technology and the Chongqing City Economic and Information Technology Commission organize industry experts to review the reported data and conduct on-site verification if necessary. For those who pass expert review, on-site verification and have no objection to the publicity, the recommended catalog of Sichuan and Chongqing green and low-carbon advanced applicable technologies, equipment and products will be officially released to the whole society.

(4) Dynamic management. The Sichuan Province Department of Economy and Information Technology and the Chongqing City Economic and Information Technology Commission regularly update the iterative green and low-carbon advanced applicable technologies, equipment, and product recommendation catalog based on the progress of carbon peak work in the industrial field, and will dynamically adjust the catalog for any of the following circumstances: first, technology, equipment, and products are no longer leading; second, promotion and application results are not obvious; Third, major safety, quality, environmental protection, energy consumption and other accidents have been punished; Fourth, other assessments no longer meet the requirements for inclusion in the catalog.

5. Work requirements

(1) The reporting unit belongs to the field of industry and information technology and has independent legal personality. The industrial and commercial registration and tax payment relationship are within the administrative regions of Sichuan and Chongqing. In the past three years, the business has developed normally, and it has not involved major matters such as bankruptcy, reorganization, and suspension of trading, and has no record of major breach of trust or other illegal activities. The intellectual property rights of the technology, equipment, and products declared are clear, meet national standards and requirements in terms of quality, safety, energy consumption, environmental protection, etc., are advanced, leading and exemplary, and have good environmental, economic and social benefits.

(2) The economic and information departments of each city (prefecture) and district (county) shall strengthen the tracking, guidance and dynamic management of units included in the Sichuan Province's recommended catalog of green and low-carbon advanced and applicable technologies, equipment, and products, and summarize and collate relevant information as required., submitted to the Sichuan Provincial Department of Economy and Information Technology and the Chongqing City Economic and Information Technology Commission respectively on June 1 of each year. No fees shall be charged to the reporting unit in violation of regulations for this work.

(3) The competent economic and information departments at all levels must carefully investigate and sort out, organize and guide relevant units to carefully prepare the application materials (see Attachment 1), bind them into a book in duplicate, and submit the electronic and paper versions of the materials in 2023.
