Special Fund for Promoting High-Quality Industrial Development in Nanshan District - Operational Procedures for Carbon Neutrality Management Projects Supported by the Nanshan Administration Bureau of Shenzhen Ecology and Environment Bureau
I. Policy Content
Enterprises that obtain the “Carbon Neutrality Enterprise” certification will be awarded a one-time prize of 100,000 yuan. Enterprises that set carbon neutrality goals and achieve a reduction of no less than 5% in total annual carbon emissions and a reduction of no less than 5% in carbon emission intensity will be awarded a one-time prize of 300,000 yuan. II. Basis for Formulation
(I) “Administrative Measures for Special Funds to Promote High-Quality Industrial Development in Nanshan District” (II) “Special Support Measures for Promoting Green and Low-Carbon Development in Nanshan District” III. Eligible Applicants and Requirements
(I) For carbon neutrality certification: The applicant must be an enterprise registered in Nanshan District and have obtained a carbon neutrality certificate issued by an emissions trading exchange or certification body. (II) Regarding the reduction of carbon emission intensity: The applicant must be an enterprise registered in Nanshan District. The enterprise’s annual total carbon emissions should decrease by no less than 5%, its carbon emission intensity should drop by at least 5%, and it must have a clear carbon neutrality roadmap goal. Enterprises that meet these goals for consecutive years may receive support multiple times. IV. Funding Methods
This funding program falls under the approved category, following the principles of entity application, material review, public disclosure, and government decision-making. It adopts free funding and post-facto subsidy methods, with no need for acceptance inspections for funded projects. V. Application Process
(1) The applicant entity logs in to the “i Nanshan Enterprise Service Comprehensive Platform” (https://www.inanshan.org.cn/) to submit project application materials online; The Enterprise Service Center in District (II) uniformly accepts applications from entities, conducts a formal review of the submitted materials, while the Nanshan Administration Bureau of the Municipal Ecology and Environment Bureau reviews the applied projects; The Nanshan Administration Bureau of the Municipal Ecology and Environment Bureau formulates the project funding plan; The District Statistics Bureau checks the local statistical work status of the applying enterprises, and the District Enterprise Development Service Center verifies the registration status and credit records of the applicants; The District Enterprise Service Center publicizes the proposed funding plan to the public for 5 working days. For those plans with no valid complaints after the publicity period, the Nanshan Administration Bureau of the Municipal Ecology and Environment Bureau submits them to a meeting for review according to the relevant procedures; After the review, the Nanshan Administration Bureau of the Municipal Ecology and Environment Bureau directly issues the funding plan; The finance department of District 7 shall arrange funds in a timely manner, and the Nanshan Management Bureau of the Shenzhen Ecology and Environment Bureau will handle the fund disbursement procedures. VI. Required Materials
(1) Register on the “i Nanshan Enterprise Service Comprehensive Platform” (https://www.inanshan.org.cn/) and fill out the “Application Form for Special Funds to Promote High-Quality Industrial Development in Nanshan District – Supporting Carbon Neutrality Management Projects” online (sign it by the legal representative, stamp it with the company seal, scan it in color as a PDF file, and upload it); (2) Certificate of Unified Social Credit Code (scan it in color as a PDF file after stamping it with the company seal and attaching a copy). (3) ID card of the legal representative (scan it in color as a PDF file after stamping it with the company seal and attaching a copy). (4) A tax payment certificate for the previous year issued by the tax authorities (upload the electronic version with the red seal from the tax system, except for public institutions); (5) The company’s financial audit report for the previous year (scan the copy stamped with the company seal in color as a PDF file and upload it); (6) In addition to the above materials, “carbon neutrality enterprises” must submit the following documents according to their application category:
- Enterprises that have obtained a “carbon neutrality” certificate:
- The “carbon neutrality” certificate (scan the copy stamped with the company seal in color as a PDF file and upload it);
- The “Certification Body Approval Letter” approved by the National Certification and Accreditation Administration (scan the copy stamped with the company seal in color as a PDF file and upload it);
- The business license of the emission rights exchange (scan the copy stamped with the company seal in color as a PDF file and upload it);
- “Carbon neutrality enterprises” whose total annual carbon emissions and carbon emission intensity have decreased by no less than 5%:
- Provide the enterprise’s carbon audit reports for 2021 and 2022 issued by a carbon audit agency that has conducted carbon audits in Shenzhen within the past three years and has no unqualified audit reports (scan the original in color as a PDF file and upload it);
- Provide proof of the enterprise’s gross domestic product for 2021 and 2022 (such as financial audit reports, stamped with the company seal, scanned in color as a PDF file and uploaded);
- Notifications of the audit agency’s audit reports and recheck results for the past three years (such as government notices or website screenshots, stamped with the company seal, scanned in color as a PDF file and uploaded);
- The implementation plan for achieving the carbon neutrality goal (scan the copy stamped with the company seal in color as a PDF file and upload it). Other matters: Enterprises receiving funding for this project must ensure the completeness, authenticity, accuracy, and legality of the submitted materials, and assume legal responsibility for them. If any falsification or infringement occurs, the project funding will be invalid. If such actions are discovered later, the funding authority reserves the right to pursue legal action against them.
