Evaluation Criteria for Advanced Units in Green Building Consulting of Guangdong Building Energy Conservation Association (Trial)

1. General ProvisionsArticle 1 To recognize excellence, motivate green building consulting enterprises to strive for better performance, and promote the healthy development of the green building industry, the Guangdong Building Energy Conservation Association (hereinafter referred to as the Association) decides to carry out an evaluation activity for outstanding units in green building consulting (hereinafter referred to as the evaluation activity), and these criteria are formulated accordingly.

Article 2 The evaluation activity adheres to the principles of fairness, impartiality, transparency, and merit-based selection. It is conducted once a year, selecting 10 advanced units in green building consulting each time.

II. Scope and Criteria for SelectionArticle 3: All qualified green building consulting firms without any disciplinary or regulatory violations are eligible to apply for this selection.

Article 4: Application Requirements: 1 Obtain the association’s green building consulting registration certificate. 2 Comply with and implement national, provincial/municipal, and industry regulatory policies, laws, standards, and regulations; abide by industry codes of conduct, engage in fair competition, and operate with integrity. 3 Proactively safeguard industry interests, prioritize social benefits, and actively support public welfare initiatives. The leadership team is united, pragmatic, clean, self-disciplined, and innovative, with strong cohesion and a sense of responsibility. They have a strong brand awareness, standardized and sound management systems, information-based (digital) management methods, and have developed a distinct corporate culture. They possess robust technical capabilities, abide by laws and regulations, maintain a stable workforce, uphold high professional ethics, and exhibit strong teamwork spirit. They provide high-quality consulting services for green buildings to clients, achieving top rankings in both social and economic benefits within the region. 8 Protect the legitimate rights and interests of employees, and encourage and support them to continuously update their professional knowledge, master advanced industry expertise, participate in professional training, engage in research projects, and write professional works. 9 Actively participate in activities organized by the association and support its work.

III. Selection ProcedureArticle 5: A review committee shall be formed by units at or above the level of vice president of the association and the unit of the supervisor general. A review team composed of 3 to 5 experts will conduct on-site evaluations of the applying units.

Article 6: All units are requested to submit their review applications (Appendix 1) to the association’s secretariat by August 31 of each year. The secretariat will organize review teams to carry out on-site evaluations from time to time. Article 7: The review team will score and evaluate the applicants using the scoring sheet (Appendix 2). The evaluation results will be compiled by November 30 of each year. The review committee will then review the scores, and the final results will be published on the association’s website after no objections are raised. Article 8: The selected advanced units will be awarded the title of “Top 10/Strongest Green Building Consulting Enterprises in Guangdong Province for 202”, along with a certificate.*The title of “Top 10/Strongest Green Building Consulting Enterprises in Guangdong Province for the Year” will be awarded, along with a certificate.

IV. Supplementary ProvisionsArticle 9: The entities applying for the award are responsible for the authenticity of their submitted materials. If falsified information is found, they will be disqualified from the selection process; those with serious fraud will be publicly criticized and barred from applying for three years.

Article 10: If an awarded entity undergoes mergers, name changes, or similar situations, it must reconfirm its eligibility. Article 11: These regulations shall be interpreted by the association’s council. Article 12: These regulations shall come into effect after being approved at the 10th meeting of the 4th council of the association on May 30, 2023.
