To further strengthen support for energy conservation and low-carbon initiatives in the commercial sector of Pudong New Area, applications for the 2023 Special Fund Project for Energy Conservation and Low-Carbon Initiatives in the Commercial Sector of Pudong New Area are now being accepted.
Eligible Applicants
- Legal entities and unincorporated organizations established in Pudong New Area in accordance with the law, with normal operating status and good credit records;
- Project implementation units that carry out projects in Pudong New Area aimed at reducing energy consumption or carbon emissions in the area and improving energy efficiency.
Scope of Support and Standards
Energy-saving Technology TransformationSubsidies are provided for fixed-asset investment projects that achieve significant results through technology transformation and upgrading, and have certain significance for promotion. For projects listed as municipal-level energy-saving transformation projects, the new district offers matching support at a 1:1 ratio according to the city’s relevant subsidy measures, with the total subsidy amount from both the urban and district levels not exceeding the total project investment. For projects listed as district-level energy-saving transformation projects, applicants whose annual energy savings after implementation reach 20 tons of standard coal or more, upon verification by professional departments, will receive a subsidy of 1,000 yuan per ton of standard coal based on the annual savings, with the total subsidy for a single project not exceeding 3 million yuan. Entities that have already applied for special funding for demonstration projects are not eligible for this subsidy policy.
Energy Efficiency Benchmarking ManagementA one-time subsidy of 150,000 yuan is provided to energy-consuming enterprises that have achieved advanced levels in energy efficiency benchmarking management, in accordance with the “Guidelines for Rational Energy Use in Large Commercial Buildings in Shanghai” (DB31/T552-2017), as an incentive for their active participation in energy conservation and emission reduction efforts and the significant results they have achieved. The subsidy policy for energy efficiency benchmarking management is structured on a five-year cycle, with each commercial entity eligible to receive it once per cycle.
Advanced in Energy Conservation and Low CarbonCommercial premises that are recognized as “Energy Efficiency Pioneers” in Shanghai or win other municipal-level or higher awards for advanced commercial energy conservation and low carbon initiatives will receive a one-time reward of 150,000 yuan.
Creation of Green Shopping MallsA one-time reward of 200,000 yuan will be given to large shopping malls operating within this area that successfully become national green shopping mall recognized by the Ministry of Commerce.
Establishment of Green RestaurantsA one-time reward of 100,000 yuan will be provided to catering businesses operating in this area that successfully become model units of green restaurants in Shanghai.

1 Energy-saving Technology Transformation Project
reporting conditions Projects listed at the municipal or district level for energy-saving technology transformation that were completed by May 8, 2022, and December 31, 2022, have obtained the completion acceptance report, been in trial use for three months. application materials

- Materials on energy statistics and analysis before and after the renovation;

2 Energy Efficiency Benchmarking Management Project
reporting conditions From May 8, 2022, to December 31, 2022, the enterprise’s energy consumption indicators must reach the advanced values specified in the “Guidelines for Rational Energy Use in Large Commercial Buildings in Shanghai” DB31/T552-2017.
