##Announcement on Soliciting Advanced Green and Low-Carbon Technologies, Equipment (Products) in the Industrial Sector To the Industrial and Information Technology Bureaus of all leagues and cities, relevant scientific research institutions, industry associations, and various enterprises (units): In order to accelerate the pace of industrial greening transformation, encourage enterprises to adopt advanced green and low-carbon processes, technologies, and equipment, comprehensively improve the level of industrial greening development, and help achieve the goals set for energy consumption control and carbon peak/carbon neutrality during the 14th Five-Year Plan period, it is now decided to publicly solicit advanced and applicable green and low-carbon technologies for energy conservation, carbon reduction, water conservation, and comprehensive resource utilization in the industrial sector. The relevant details are announced as follows:
I. Scope of Solicitation
Green and low-carbon new technologies and processes such as energy conservation, water conservation, comprehensive resource utilization, and carbon dioxide capture and utilization in manufacturing industries like steel, non-ferrous metals, chemicals, building materials, machinery, textiles, biomedicine, and communications. Technologies with a popularization rate of over 80% across the industry are not included in the recommendation list.
II. Eligible Applicants
The applicants should be providers or users of green and low-carbon technologies such as energy conservation, water conservation, and comprehensive resource utilization, including various industrial enterprises, third-party service institutions, research organizations, and industry associations.
III. Application Requirements
(1) The recommended technologies should be advanced and applicable, reflecting the sophistication, scientific validity, and reliability of industrial technology, as well as the latest advancements in green and low-carbon industrial technologies. The recommended technologies have great potential for application and are expected to yield significant results. They come with typical application cases, offering broad prospects for industry use. The applying entity holds independent intellectual property rights or has obtained authorization from the rights holder.
IV. Work Requirements
The applicant entity should prepare a Green and Low-Carbon Technology Application Form (Appendix 1) and an outline for the Green and Low-Carbon Technology Report (Appendix 2). The applied technologies must have typical application cases, which need to be submitted as supporting evidence along with relevant certifications. The application materials should be bound into a volume using A4 paper, stamped with the official seal, and provided in five copies. An electronic version of the application materials should also be submitted, maintaining the same order and content as the paper version. The Department of Industry and Information Technology of the Autonomous Region has entrusted the Inner Mongolia Industrial Energy Conservation and Green Development Association to assist with this task. The association will collect and summarize the applied technologies, organize industry experts for evaluation, and include those that pass the evaluation in the “Key Green and Low-Carbon Technologies for Industrial Use in Inner Mongolia Autonomous Region” catalog. After public announcement with no objections, the list will be made public. Please submit the application materials to the Inner Mongolia Industrial Energy Conservation and Green Development Association by June 10, 2023. Our department will enhance policy support for industrial greening transformation projects that utilize technologies from the aforementioned catalog. Such projects will receive priority funding within the special funds allocated for key industry development’s industrial greening transformation initiatives. We urge the industry and information technology bureaus of all leagues and cities, as well as relevant industry associations, to pay close attention to this work, increase publicity efforts, and actively encourage research institutions, enterprises, and service organizations to leverage their strengths to organize and apply for eligible technologies.
