Announcement on soliciting green and low-carbon advanced technologies and equipment (products) in the industrial field

Industry and Information Technology Bureaux of each league and city, relevant scientific research units and institutes, industry associations, and enterprises (units):

In order to accelerate the pace of industrial green transformation, guide enterprises to adopt advanced green and low-carbon new processes, new technologies, and new equipment, comprehensively improve the level of industrial green development, and help achieve the goal of "double control" of energy consumption during the "14th Five-Year Plan" and carbon peak and carbon neutrality. It is now decided to open to the public and widely solicit green and low-carbon advanced and applicable technologies such as energy conservation and carbon reduction, water conservation, and comprehensive resource utilization in the industrial field. Relevant matters are hereby announced as follows:

1. Collection scope

Green and low-carbon new technologies and new processes such as energy conservation, water conservation, comprehensive utilization of resources, and carbon dioxide capture and utilization in manufacturing industries such as steel, nonferrous metals, chemicals, building materials, machinery, textiles, biomedicine, and communications. Technologies with industry-wide penetration rate of more than 80% are not included in the recommended range.

2. Application entity

The application entities are providers or applicators of green and low-carbon technologies such as energy conservation, water conservation, and comprehensive resource utilization, including various industrial enterprises, third-party service organizations, scientific research units, institutes and industry associations.

3. Declaration requirements

(1) Recommended technology is advanced and applicable, which can reflect the advanced nature, scientificity and reliability of industrial technology, and reflect the latest progress in industrial green and low-carbon technologies.

(2) The recommended technology has great potential for utilization and is expected to achieve obvious results;

(3) There are typical application cases and broad application prospects in the industry;

(4) The applicant has independent intellectual property rights or is authorized by the intellectual property party.

4. Work requirements

(1) The applicant shall prepare a green and low-carbon technology declaration form (Annex 1) and a green and low-carbon technology report outline (Annex 2). There should be typical application cases for the application technology, and typical case evidence must be submitted and relevant certificates provided. The application materials are bound into a volume on A4 paper and stamped with an official seal, in quintuplicate. The electronic version of the application materials is submitted together, and the order and content are consistent with the paper version.

(2) The Autonomous Region's Department of Industry and Information Technology entrusts the Inner Mongolia Industrial Energy Conservation and Green Development Association to assist in this work, collect and summarize the applied technologies, and organize industry experts to conduct review. The technologies that pass the review will be included in the "Inner Mongolia Autonomous Region Industrial Field Promotion Catalog of Key Green and Low-Carbon Technologies", which will be announced to the public after being publicized without objection. Please submit the application materials to the Inner Mongolia Industrial Energy Conservation and Green Development Association before June 10, 2023.

(3) Our department will increase policy support to carry out industrial green transformation projects using technologies in the "Promotion Catalog of Key Green and Low-Carbon Technologies in the Industrial Field of Inner Mongolia Autonomous Region", and give priority to financial support among special industrial green transformation projects for the development of key industries. All league and city industry and information technology bureaus and relevant industry associations are requested to attach great importance to this work, increase publicity efforts, actively encourage scientific research institutes, relevant enterprises, and service organizations to give full play to their respective advantages, and carefully organize and declare qualified technologies.
