To thoroughly implement the "Opinions on Accelerating the Construction of Ecological Civilization" issued by the CPC Central Committee and the State Council, in line with the requirements of the Ministry of Education’s "Implementation Plan for Building a National Education System for Green and Low-Carbon Development", and further enforce the spirit of documents such as the Shanghai Municipal Party Committee and Government’s "Implementation Plan for Accelerating the Construction of Ecological Civilization in Shanghai" and Shanghai’s "Implementation Opinions on Fully and Accurately Implementing the New Development Concept to Achieve Carbon Peaking and Carbon Neutrality", this initiative aims to vigorously promote ecological civilization education among youth, encourage students at all educational levels to actively participate in environmental protection, and establish a long-term mechanism for such education. Accordingly, the second Shanghai Youth “Dual Carbon” Proposal Competition is being organized. As part of the first “Shanghai International Carbon Neutrality Technology, Products, and Achievements Expo” and the fifth Shanghai Student Environmental Protection Festival, the competition focuses on the theme “The Path to Carbon Neutrality Starts with Us”. It encourages local youth to conduct scientific inventions and practical investigations within their communities and schools, contributing ideas to building a beautiful Shanghai and China. Competing teams can choose fields such as engineering technology, natural sciences, and social sciences. Based on their local communities or schools, they should develop one invention or creation project centered around themes like green school construction, carbon reduction, new energy, waste sorting, biodiversity, water conservation, food conservation, resource recycling, circular economy, low-carbon living, and green transportation. Projects in this category must demonstrate that they effectively solve real-world problems, or show potential through further research to become innovative technological inventions or applied studies that address such issues under certain conditions.# 2. Practical Investigation Category
Teams can carry out either long-term or short-term (summer) practical investigation projects related to themes such as green school construction, carbon reduction, new energy, waste sorting, biodiversity, water conservation, food conservation, resource recycling, circular economy, low-carbon living, and green transportation. These projects require scientific investigation, analysis, and reflection on existing problems and current situations. From a youth perspective, teams should propose actionable, reasonable suggestions, initiatives, or guidelines to relevant authorities, media, and the public, aiming to receive positive responses and achieve tangible results.III. Eligibility Requirements# 1. Participants must register as teams organized by schools or external educational institutions (with no more than 4 members per team). No more than 3 projects are allowed per age group.
2. Teams should submit their projects according to their age group: lower primary and secondary school group (14 years old and below), upper primary and secondary school group (15–18 years old), and university group (18 years old and above).
3. Both recommending organizations and participating teams must provide a written statement confirming the originality of their projects. In principle, projects should be new and developed since 2022.
4. Schools of all levels in the city are encouraged to participate, and their involvement will be considered part of the “Green School” and “Ecological Civilization Model School” programs.IV. 2. Applicants must fill in the basic information on the website for each entry and upload the following three attachments:
(1) A PDF version of the written application stamped with the official seal (see attachment);
(2) A performance video file lasting 3–5 minutes (in MP4, AVI, or MOV format; landscape orientation; pixel resolution of no less than 1280x720), which should include team introduction, phenomenon analysis, investigation and research, solutions, research results, and key highlights of the proposal;
