##Notice on Soliciting the "2023 Shandong Province Green and Low-Carbon Technology Achievements Catalog" Municipal science and technology bureaus, ecological environment bureaus, relevant provincial departments, relevant universities and scientific research institutes: In order to further strengthen the supporting role of scientific and technological innovation in green and low-carbon field, implement the document requirements of Implementation Opinions on Green, Low-carbon and High-quality Development of Industry Led by Science and Technology, accelerate the transformation and popularization and application of green and low-carbon advanced scientific and technological achievements, assist the realization of carbon peak carbon neutralization goal of our province, and promote the high-quality development of ecological environmental protection industry of our province, after research, it is planned to openly collect the Catalogue of Green and Low-carbon Technology Achievements of Shandong Province in 2023 from the whole province. The relevant requirements are now clarified as follows.

1. Declaration conditions

1. Directionality. It is in line with the industrial policies that have been promulgated by the country and the key needs of green and low-carbon development in our province at present and in the future. The prevention and control effect of ecological and environmental pollution is obvious.
2. Maturity. It has been applied through engineering demonstrations or user use, and has carried out third-party monitoring or inspection, and has good promotion prospects.
3. advanced nature. Technical intellectual property rights are clear, technical risks are controllable, and technical economics are outstanding.
4. Applicability. Combined with the actual needs of green and low-carbon development in our province, we will focus on collecting water management, atmospheric management, carbon emission reduction, soil and groundwater risk management and restoration, solid waste utilization and disposal, marine ecological management, cleaner production, environmental monitoring and testing, smart environmental protection and other Advanced and applicable technological achievements in the environmental field (see Annex 1 for technical fields and technical types).

2. Material requirements

1. Organize declaration. Each reporting unit is requested to fill in the "Green and Low-Carbon Technological Achievements Declaration Form"(Attachment 2) and "Green and Low-Carbon Technological Achievements Report"(Attachment 3), and stamp the official seal of the reporting unit with other supporting materials and bind them into a book.
2. Review and check. All competent departments are requested to review and control the application materials to ensure that the technical content is truthful, rigorous and accurate, and avoid repeated applications. Those who do not comply with the "green threshold" system and involve administrative penalties and intellectual property disputes will be vetoed with one vote.
3. Recommended for reporting. All competent departments are requested to fill in the "Green and Low-Carbon Technological Achievements Recommendation Form"(Annex 4), and please determine the contact person and contact information of the application unit when submitting the materials (the guidance catalog will disclose the contact person and contact information of the technology owner).

3. Other matters

1. Relevant departments directly under the provincial and municipal governments, relevant universities and scientific research institutes are the competent departments responsible for guiding the technical achievements of the catalog, and are responsible for summarizing and recommending technical achievements. Separate submissions from enterprises, secondary institutions and other units are not accepted.
2. Each recommending unit is requested to submit the application form, achievement report, recommendation form (stamped with the official seal of the competent department), written (in duplicate) and electronic materials to the Provincial Department of Science and Technology before May 12, 2023.
