1. Pilot type
In 2023, we will launch three types of pilot solicitation for advanced low-carbon technology projects, low-carbon frontrunners, and climate-friendly regions, and continue to promote the construction of climate investment and financing pilots.
1. Pilot low-carbon technology
On the basis of work in 2022, we will continue to collect a number of advanced low-carbon technology application projects with good emission reduction effects, wide application scenarios, and high promotion value in the fields of renewable energy development and utilization, energy system optimization, green manufacturing, low-carbon buildings, low-carbon dioxide buildings, low-carbon transportation, carbon dioxide capture, utilization and storage, and non-carbon dioxide greenhouse gas emission control.
2. Low carbon leader pilot
In 2023, the first batch of three fields: power production, computer, communications and other electronic equipment manufacturing, and colleges and universities will be selected to select a group of leading enterprises and public institutions with clear low-carbon development planning goals and leading low-carbon development levels.
3. Climate-friendly regional pilots
In 2023, priority will be given to selecting a number of small-scale areas with good foundations in low-carbon planning and design, regional operation management, low-carbon production and lifestyle, and adaptation to climate change at the community/rural level to cultivate pilot projects for the construction of climate-friendly areas.
4. Climate investment and financing pilot
Continue to promote climate investment and financing pilot work in accordance with relevant arrangements of the Ministry of Ecology and Environment.
2. Application entity
The main body for pilot application of advanced low-carbon technology projects is advanced low-carbon technology application units within the administrative area of this city. In principle, the main body of the low-carbon front-runner pilot application should be key emission units and general reporting units registered in this city and included in the management of the national carbon market and this city's pilot carbon market, and voluntary participation is encouraged. The main body for applying for the climate-friendly regional pilot project is community neighborhood committees and village committees within the administrative area of this city. Encourage municipal industry authorities, district ecological environment bureaus, and Beijing Economic and Technological Development Zone Urban Operation Bureau (hereinafter referred to as the district ecological and environment department) to organize units in their own fields and jurisdictions that meet the application conditions to actively declare, among which climate-friendly regional pilot projects pass the district. The ecological and environmental department organizes the application. See the annex for specific application arrangements for different types of pilots.
3. Collection time
From now until August 31, 2023, please submit the application form and application materials (see the attachment for specific requirements) to the contact person's mailbox within the solicitation time, and send the paper stamped document to the Beijing City Climate Change Management Center (No. 67 Suzhou Street, Haidian District), and indicate the type of application pilot.
4. Support policies
The selected excellent low-carbon pilots with good results will be awarded at the next year's "Low Carbon Day" event, and the pilot effectiveness will be promoted and promoted through multiple channels; according to the characteristics of different pilot types, in accordance with relevant regulations, eligible companies will provide a certain amount of financial financial support, or jointly provide green financial policy support with relevant departments.
