Notice of the Provincial Department of Housing and Urban-Rural Development on Organizing the Application for Provincial Urban and Rural Construction and Development Special Fund (Green Building) Projects in 2023

Municipal and county housing and urban-rural development bureaus (construction committees), relevant provincial units:

In order to implement the deployment requirements of the Provincial Party Committee and the Provincial Government on green development of urban and rural construction and promote the development and innovative practice of green and low-carbon buildings under the carbon peak goal, the Provincial Department of Housing and Urban-Rural Development organized the 2023 Provincial Special Fund for Urban and Rural Construction (Green) Project application work. Relevant matters are hereby notified as follows:

1. Declaration requirements

(1) The declared project shall comply with the requirements of the "2023 Provincial Urban and Rural Construction and Development Special Fund (Green Building) Project Application Guidelines"(Annex 1).

(2) Sign the "Provincial Financial Special Fund Project Application Credit Commitment Letter"(Annex 2).

(3) Units undertaking national or provincial green building demonstration projects that fail to meet the implementation progress requirements shall not apply.

(4) Please invite local housing and urban construction authorities to carefully organize and carry out applications in accordance with the "Measures for the Management of Special Funds for Urban and Rural Construction and Development in Jiangsu Province" and the requirements of this notice, and select and recommend projects with a good implementation foundation and promotion value.

(5) After the local application projects are reviewed, summarized and sorted by the Housing and Urban-Rural Development Bureau (Construction Committee) of the district-divided city (Annex 3), they are formally reported to the Provincial Department of Housing and Urban-Rural Development. Provincial projects can be declared directly to the Provincial Department of Housing and Urban-Rural Development.

2. Declaration process

1. The reporting unit logs in to the special fund declaration system to fill in. The system website is: https://www.jszwfw.gov.cn/(Jiangsu Province Government Service Network)-Comprehensive Flagship Store-Flagship Store of the Department of Housing and Urban-Rural Development-Project Management-Financial Special Fund Project Supervision.

2. The construction authority of the county (city) and city divided into districts where the project is located shall conduct the review. After the review is approved, the application unit will print the project application form generated by the system and seal it, and bind it into a book together with the implementation plan and relevant annexes and supporting materials (in quadruplicate).

3. Application materials will be submitted by mail and on-site submissions will not be accepted. 4. The deadline is April 28, 2023 (subject to the postmark). If the application materials do not meet the requirements or are overdue, they will not be accepted.
