Notice on Organizing and Recommending the 2023 "Huaxia Construction Science and Technology Award" Project

Members, branches and related units:

According to the "Guiding Opinions of the Ministry of Science and Technology on Further Encouraging and Standardizing Social Forces to Establish Science and Technology Awards" and the "China Construction Science and Technology Award Aid Regulations"(revised in 2021), the China Construction Science and Technology Award implements a recommendation application system. China Urban Public Transportation Association As a recommending unit approved and recognized by the China Construction Science and Technology Award Office of the Ministry of Housing and Urban-Rural Development, negative investigation organizations recommend excellent projects in urban transportation and related fields. The Award Assistance Office of China Urban Public Transport Association is responsible for the specific recommendation and application work. In order to do a good job in recommending the 2023 "Huaxia Construction Materials Technology Award"(hereinafter referred to as the "Huaxia Award") project, relevant matters are now allowed as follows:

1. Recommendation scope

The recommendation scope includes the following scientific and technological achievements of member units of China Urban Public Transportation Association, relevant units in the municipal transportation field, and other scientific and technological innovation enterprises and scientific research institutions:

1, new technologies, new products, new processes, new methods, new materials, intelligent management, computer software and other scientific and technological achievements;

2. Foreign advanced technologies and processes introduced, digested and re-innovated after harvest;

3. Standards for industry services. Norms, scientific and technological information, scientific and technological materials and other basic scientific and technological research achievements;

4. Soft science research results that support scientific decision-making and modern management services;

5. Scientific and technological achievements that are organized and taken to promote and apply on a large scale;

6. Major engineering projects completed using technological innovation results.

2. Recommendation requirements

(1) Enterprises with medium reporting have standardized financial systems and management systems, have good social credit, and have no records of bad behaviors such as violations of laws, regulations, and dishonesty are preferred. The industry credit report can be used as proof of third-party evaluation of the applying enterprise;

(2) The application results have important innovations in technology (or methods), solve hot spots, difficulties and key issues in the development of the industry, the overall technical level and technical and economic indicators have reached the industry-leading level, the degree of transformation of the results is high, and it has a strong demonstration role and promotion and application value;

(3) The supporting materials provided by the application project (attachment to the promotion letter) should be complete, authentic and credible, and explain the main innovation points, social, economic and environmental benefit analysis of the recommended project. Third-party evaluation opinions, academic and patented technologies, etc.

(4) The main completion units and main completers of the recommended project should be ranked according to the contribution, and the quota should be recommended according to the corresponding reward level. For projects completed by two or more units, the project hosting unit or the first completing unit will jointly report to the recommending unit after agreeing with other completing units.

(5) Recommended projects must have no intellectual property disputes, and disputed projects must be properly resolved before application.

3. Recommendation Procedure

Application materials require online submission of electronic recommendation materials and written recommendation materials. The applicant unit is requested to record the China Award Recommendation System Platform http://iste.chinsgb.net/from June 9, 2023, fill in the application recommendation materials according to the filling instructions (Attachment 2), and submit them to the Award Office of China Urban Public Transport Association first before the deadline.

China Urban Public Transportation Association will establish a scientific and reasonable selection mechanism in accordance with the requirements of the "China Construction Science and Technology Award Regulations"(revised in 2021), strictly review the authenticity and reliability of the recommended materials, put forward recommendation opinions and recommended reward levels, and at the same time, the written promotion and maintenance materials will be stamped with an official seal and submitted to the China Award Office.

4. Material requirements

The written recommendation materials include the original text of the "China Construction Science and Technology Award" Recommendation Letter (Parts 1 to 9) and the appendix (Part 10) in one set. The text and annexes should be combined and bound. Please refer to the filling instructions for body sealing requirements.

The words in the electronic recommendation materials submitted online must be consistent with the written recommendation materials. You should follow the filling instructions to fill in, upload the application recommendation materials, signature, and electronic scanned copies of the chapter check. The specific requirements are as follows:

(1) The main body

The first to seventh parts of the recommendation letter are entered into the promotion and maintenance system item by item (you can go below first Fill in it in my word version of recommendation and paste it directly), parts eight and nine of the main text Upload the electronic scanning document stamped with the official seal of the recommending unit, and the entire text should be signed by each person who completed it. Electronic scanned copies stamped by each completing unit and recommending unit are combined with a composite pdf File format upload recommendation system.

(2) Annex Part

All contents of the attachment are uploaded to the recommendation system in pdf file format and strictly according to the attachment type. An electronic scanned copy with the official seal of the first completed unit is uploaded to the catalog page of the attachment.

5. Recommendation time requirements

The online submission time for teaching is July 31, 2023, and the deadline for delivery of written materials is July 31, 2023 (based on the date of delivery). The deadline will not be accepted.
