To thoroughly implement the spirit of the 20th National Congress of the Communist Party, focus on the municipal party committee’s “Year of Project Breakthroughs,” establish a well-known brand for talent attraction through competitions, draw in high-level talents from home and abroad to drive the development of key industries in Jinan, promote scientific and technological innovation and industrial transformation, and provide solid talent support for accelerating the construction of a modern socialist provincial capital that is strong, innovative, high-quality, prosperous, beautiful, and advanced.## Organizing Committee of the Competition

Division of Competition ZonesThere are 16 preliminary competition regions for this event. The distribution is as follows: Western Europe (held in the UK), Central Europe (held in France), Eastern Europe (held in Hungary), Australia (held in Australia), Asia (held in South Korea), and 16 other regions including Beijing, Shanghai, Shenzhen, Guangzhou, Tianjin, Hangzhou, Nanjing, Wuhan, Suzhou, Xi’an, and Chengdu.## Timeline

Competition Requirements

Requirements for the Domestic Competition Area

(1) Participants should be high-level talents with innovative achievements and entrepreneurship plans, whose technical achievements are leading both internationally and domestically, and align with Jinan’s industrial development direction. The competition entries must be innovative and have commercial potential. The proposed outcomes, products, or technologies should comply with national laws, regulations, and industrial policies, and the participants must not have any intellectual property disputes. Participants are expected to have some entrepreneurial experience, along with a strong spirit of innovation and entrepreneurship, as well as the ability to transform scientific achievements, explore markets, manage operations, and integrate resources. Each participant can only register one entry in one competition zone. Duplicate submissions will result in disqualification. Returned overseas students are generally required to register in domestic competition zones. Projects from overseas talents are encouraged to innovate and start businesses in Jinan. The entries must not have been implemented in Jinan by July 1, 2023, but must have the intention to do so within one year after the competition. Those talents and projects that have won awards in previous finals of the China (Jinan) New Energy Innovation and Entrepreneurship Competition are not allowed to participate in this edition again. Requirements for Overseas Competitions

(1) Participants should be high-level overseas talents with innovative achievements and entrepreneurship plans, whose technical achievements are leading both internationally and domestically. The competition entries must be innovative and have commercial potential. The proposed outcomes, products, or technologies should comply with national laws, regulations, and industrial policies, and the participants must not have any intellectual property disputes. (3) In principle, participants must hold a master’s degree or higher. Participants are generally expected to have work experience at renowned overseas universities, research institutions, or foreign companies, along with some project management experience. They should be capable of leading major industrial technology development, achievement transformation, and industrialization projects. Exceptionally outstanding candidates may have relaxed requirements. Participants can only register for one project in one competition zone. Duplicate submissions will result in disqualification. Overseas talent projects are encouraged to innovate and start businesses in Jinan. Projects must not yet be operational in Jinan by the registration deadline (July 1, 2023), but they should plan to establish operations there within one year after the competition. Participants and projects that have won awards in previous editions of the China (Jinan) New Momentum Innovation and Entrepreneurship Competition are not allowed to enter this competition again.

Award Settings

1. Preliminary Round Awards and Prizes

Each competition zone offers 5 Excellence Awards worth 30,000 RMB per winner (with certificate), and 10 Qualification Awards worth 10,000 RMB per winner (with certificate), totaling 240 awards. 2. Final Awards and Prizes

There are 5 first-prize winners in the final round, each receiving RMB 50,000 along with a certificate; 10 second-prize winners, each getting RMB 30,000 plus a certificate; and 15 third-prize winners, each awarded RMB 20,000 along with a certificate, for a total of 30 awards. To attract high-end overseas talent projects to settle in Jinan, the final round includes a Best Overseas Talent Project award for 5 winners, each receiving RMB 20,000 along with a certificate. 3. Project Promotion Award

Awards are given to organizations or individuals who recommend projects. Winners of the final round receive RMB 3,000 per person, while those who make it to the final round and establish their projects in Jinan within one year receive RMB 10,000 per person.

Policy SupportFinal-round winning projects that are implemented in Jinan within one year and meet the basic application requirements for Jinan’s industrial leading talent introduction policies will be directly included in the municipal key talent program after on-site inspections and comprehensive evaluations, and will receive financial support ranging from RMB 1 million to RMB 3 million. For these established projects, Jiyang District will assign dedicated service officers, provide fast-track assistance, and utilize various policies such as talent and technology support, industrial development funds, and land allocation to offer full-life-cycle support in areas like project registration, office space, business planning, recruitment, and investment financing.
