At present, in addition to constraints such as technology, cost, and industry standards, the development of the energy storage industry also faces constraints in terms of institutional mechanisms. For example, the identity of an independent market entity of energy storage still lacks institutional guarantees, the market-oriented operation mechanism for the value of energy storage has not yet been fully reflected, and large-scale energy storage still lacks an overall coordination mechanism for entering the power system. During the "14th Five-Year Plan" period, under the "double carbon" goal, the energy storage industry faces huge market development potential and wider application scenarios. However, the healthy and sustainable development of the energy storage industry urgently needs to strengthen top-level design and planning guidance, and it is also necessary to speed up the establishment and improvement of energy storage technology application standard system, adhere to the principles of independent controllability of core technologies and diversification of routes, and promote the progress of energy storage technology. At the same time, deepening the reform of the power system, improving the design of the power market, and fully reflecting the commodity attributes of energy storage in the new power system are the key to the healthy development of the energy storage industry.
At the 2022 National Energy Work Conference, the National Energy Administration released seven major tasks for energy work, focusing on improving power system regulation capabilities, strengthening the construction of peaking power stations such as pumped storage, promoting the development of new energy storage, and optimizing power grid dispatch and operation methods.
