In accordance with the requirements of the new track plan, the Shanghai City Economic and Information Commission guides and promotes the promotion and application of high-efficiency and energy-saving materials, technologies, products and equipment around "new technologies, new processes, new materials, new equipment, and new energy", and organizes the collection of green and low-carbon technology products in Shanghai City. The relevant matters are hereby notified as follows:

1. Collection scope

This solicitation will focus on ten new tracks of cutting-edge technologies, high-end equipment, extreme energy efficiency, green materials, carbon capture and applications, hydrogen energy industry, new energy vehicles, smart grids, low-carbon metallurgy, carbon trading and carbon finance. The main solicitation categories are divided into green and low-carbon technologies and green and low-carbon products. 1. green low-carbon technology

Green and low-carbon technologies are divided into three categories: energy-saving technologies, environmental protection technologies and comprehensive resource utilization technologies. The collected energy conservation, environmental protection and comprehensive resource utilization technologies can be widely promoted and applied in steel, petroleum and petrochemical, chemical, building materials, machinery, light industry, textiles, electronics and other industries. Focus on collecting low-carbon, zero-carbon, and carbon-negative basic technologies, new generation nuclear energy technology, new high-efficiency silicon-based photovoltaic cells and other key technologies and core equipment such as ultra-efficient photovoltaics, photothermal technology, far-reaching sea floating wind farms, and tidal energy, Mechanical energy storage, electrochemical energy storage and other technologies, energy-saving system transformation technology for key industries, energy-saving transformation technology for high-energy-consuming general equipment systems, efficient waste heat and pressure recycling technology, efficient energy storage technology, The application of new energy technologies such as green data centers and other advanced manufacturing technologies and processes characterized by industrial energy conservation and green development must meet the following conditions: (1) Clear intellectual property rights or proprietary technology property rights; (2) Advanced technical level, strong adaptability, promotion prospects, and can bring better economic, environmental, carbon reduction and social benefits; (3) The current industry penetration rate is low, there are application cases, and it has been running normally for more than one year. Fill in the energy-saving technology and material application form and prepare a technical report (see Annex 1); if multiple technologies are applied, they must be filled in separately. 2. Green and low-carbon products (except electronic and electrical products)

Green and low-carbon products are divided into three categories: energy-saving products, environmentally friendly products and comprehensive resource utilization products. Energy-saving products refer to products whose energy utilization efficiency reaches the domestic advanced level compared with similar products or products that perform the same functions while meeting the relevant quality, safety and environmental protection standards of the product category.(For products with product energy efficiency standards that have been issued by the country or this city, their energy utilization efficiency must meet the energy conservation evaluation value specified in the standard), or they consume no or less energy in use, but can promote the system or process that uses the product. Products that reduce energy consumption during operation; Environmentally friendly products refer to products (equipment), equipment, professional equipment accessories, special materials, environmental monitoring instruments and meters, etc. used for environmental pollution control, improvement and treatment; Comprehensive resource utilization products refer to products that directly utilize waste generated during the production process as raw materials or recycle waste. The declared products must comply with the requirements of national and municipal laws, regulations, industrial policies, technical policies and relevant standards, meet the current and future green and low-carbon market needs of this city, and must meet the following conditions: (1) Advanced energy efficiency level (2) Good energy conservation and economy (3) Significant social benefits and carbon reduction benefits Fill in the "Shanghai City Green and Low-Carbon Product Declaration Form"(Attachment 2). If the product or equipment to be declared is a series of products, only one copy will be filled out. However, when applying for multiple products and equipment, one copy will be filled out for each item;

2. Requirements for soliciting materials(1) Each written material must be stamped with an official seal, uniformly made into A4 paper size, made into a catalog and cover, and glued into a volume on the left side in seven copies. In principle, a company can only declare one product, and different categories of items declared should be bound separately.

(2) If the application for green and low-carbon technology products is recommended by industry associations, the recommendation opinions of industry organizations (see Annex 3) and the summary table of green and low-carbon technology products (see Annex 4) must be provided, among which the recommendation organization should be the industry association, or There are third-party organizations that carry out evaluation work in relevant fields. (3) Each written application material must be formed into an electronic CD-ROM.

3. Declaration process

(1) The Shanghai City Economic and Information Commission entrusts the Shanghai City Energy Efficiency Center to be responsible for the specific implementation of this solicitation activity, and no fee will be charged for the solicitation.
